Who Weโre Looking For:
The Wisconsin DNR is seeking two Senior Business Analysts to support the agency-wide ePermitting Discovery Project. These roles will focus exclusively on discovery, assessment, and documentation not system implementation. The analysts will evaluate current permitting processes across multiple programs, analyze existing applications, facilitate stakeholder engagement, and document requirements for a future statewide ePermitting solution. This is a highโvisibility role requiring strong analytical abilities, exceptional facilitation skills, and extensive experience delivering highโquality documentation within complex, regulated environments.
This is a long-term contract role, hybrid on site in Madison WI.
ONLY CURRENT WI RESIDENTS WILL BE CONSIDERED, NO RELOCATION CANDIDATES CONSIDERED.
Responsibilities:
Conduct discovery and analysis of current-state permitting processes across multiple DNR programs.
Identify and document existing permitting systems, tools, workflows, and business rules.
Lead and facilitate interviews, workshops, and group sessions with diverse stakeholders.
Document business, functional, and non-functional requirements for a future ePermitting solution.
Create current-state and future-state process flows, workflow diagrams, and conceptual models.
Assess and compare multiple applications supporting similar business functions.
Identify opportunities for process standardization, consolidation, and modernization.
Document statutory, regulatory, operational, and compliance requirements.
Collaborate with IT teams to capture integration, data, reporting, and security considerations.
Maintain structured discovery artifacts following DNR PMO standards, templates, and governance processes.
Support preparation of executive summaries, findings reports, and leadership presentations.
Participate in validation sessions to confirm accuracy and completeness of analysis.
Work closely with program staff, supervisors, enterprise service teams, and PMO leadership.
Qualifications:
5-10+ years conducting business analysis for large or complex IT initiatives.
5-10+ years leading requirements elicitation (interviews, workshops, document analysis).
5-10+ years documenting current-state business processes and workflows.
5-10+ years assessing multiple systems supporting similar functional areas.
Proven ability to identify process commonalities, variations, and standardization opportunities.
Strong Skills In Documenting Business, Functional, And Non-functional Requirements.
Experience engaging with diverse stakeholder groups, including program leadership and IT teams.
Strong facilitation skills and ability to navigate differing perspectives.
Excellent analytical and critical-thinking skills to evaluate options, risks, and constraints.
Experience using PMO standards, templates, and governance processes.
Excellent written and verbal communication skills, including ability to present findings to non-technical audiences.
Experience with permitting, licensing, regulatory, or case management systems.
Experience in government or public-sector IT environments.
Familiarity with ePermitting platforms or workflow-based SaaS solutions.
Understanding of enterprise integrations (identity management, GIS, payments, document management, etc.).
Experience with collaboration tools such as Jira, Confluence, SharePoint, or similar platforms.
