Job Title: Cúram Developer Location: USA / Canada / UK (Remote) Employment Type: Contract / Contract-to-Hire / Full-Time Experience: 5+ Years Domain: Public Sector | Social Services | Health & Human Services Job Summary We are seeking an experienced IBM Cúram Developer / Technical Consultant to design, develop, and support enterprise-scale Cúram Social Program Management (SPM) solutions. The role involves working on large government and public-sector transformation programs, supporting eligibility determination, case management, benefits administration, and citizen services platforms. The ideal candidate will have strong Java/J2EE expertise, deep hands-on experience with IBM Cúram SPM, and the ability to collaborate with functional teams, architects, and stakeholders in an Agile delivery environment. Key Responsibilities Technical Development • Design, develop, and customize IBM Cúram SPM components and extensions • Build and enhance evidence models, workflows, rules, eligibility logic, and case management modules • Develop custom Java code, batch processes, and Curam extensions • Configure Curam features using UIM, rules, workflow, and evidence frameworks Integration & Data • Develop and maintain integrations using REST/SOAP web services • Work with databases (Oracle / DB2) for data modeling, queries, and performance tuning • Support data migration, data validation, and interface development Testing & Support • Perform unit testing and support system/integration testing • Troubleshoot defects and provide L2/L3 production support • Support Curam upgrades, patches, and environment deployments Collaboration & Delivery • Work closely with Functional Analysts, QA, Architects, and Project Managers • Participate in Agile ceremonies (sprint planning, stand-ups, retrospectives) • Contribute to technical documentation and solution design artifacts • Mentor junior developers and support best practices Required Skills & Qualifications Mandatory Technical Skills • Strong hands-on experience with IBM Cúram Social Program Management (SPM) • Proficiency in Java / J2EE development • Experience with Curam components: • Evidence & Eligibility • Workflow & Rules Engine • UIM / UI Framework • Batch processing • Strong SQL skills with Oracle or DB2 • Experience with Unix/Linux environments Functional & Delivery Skills • Experience working on government / public-sector programs (Medicaid, SNAP, TANF, Child Welfare, Citizen Services, etc.) • Strong understanding of case management and benefits administration systems • Ability to work in Agile / Scrum delivery models • Excellent communication and stakeholder interaction skills Nice To Have / Preferred Skills • IBM Cúram Certification (Application Developer or Technical Specialist) • Experience with Curam upgrades (6.x to 7.x) • Exposure to DevOps / CI-CD pipelines • Experience working with Deloitte, Accenture, or other large SIs • Prior experience supporting state, provincial, or central government clients Education • Bachelor’s or Master’s degree in Computer Science, Engineering, or related field Why This Role • Opportunity to work on large-scale government digital transformation programs • Long-term engagements with high visibility and impact • Collaboration with global consulting teams and public-sector stakeholders • Competitive compensation and flexible engagement models
