Financial Business Analyst

The Client is seeking qualified candidates who will assist the Office in their daily operations, support, and services. (Full-Time). The services requested in the following Collaboration will be procured in accordance with the Department of Management Services (DMS) State Term Contract (STC), entitled Information Technology Staff Augmentation Services, 80101507-23-STC-ITSA The term for this staff augmentation position is intended to be until June 30, 2026. The term for this engagement may be extended for a period not to exceed twelve months from the expiration of the State Term Contract contingent upon funding and satisfactory performance. The Department may select one or more candidates in this position. Candidates available immediately are preferred. The number of weeks is dependent upon available budget. Primary Job Duties and Tasks Requirements Elicitation and Analysis Conduct business and technical requirements gathering for remediation or replacement of agency financial business systems or system components for integration with Florida PALM. Collaborate with business leaders, project managers, and other project stakeholders to understand the functional and non-functional requirements of the applications. Leverage AI-based tools to extract, summarize, and validate functional specifications from legacy codebases, enhancing automation of requirements documentation. Translate business requirements into semi-technical requirements that align with business goals and department standards. Documentation and Process Mapping Develop Business Requirements Documents (BRDs), Functional Specifications (FS), and User Stories with Acceptance Criteria. Develop detailed process maps and data flow diagrams illustrating internal workflows and external integrations. Define how different components of the system interact and document integration points across modules and external interfaces. Produces high-quality, detailed documentation that meets organizational standards and supports traceability through the project lifecycle. System Design Collaborate with developers and UX designers to define user interface requirements, and ensure the front end is responsive, accessible, and user-friendly. Testing & Quality Assurance Generate acceptance criteria, application test plans and test cases from the documented requirements. Participate in application system and/or user acceptance testing as assigned. Tools & Delivery Practices Utilize Azure DevOps to manage work items and adhere to department standard practices such as continuous integration and continuous delivery (CI/CD). This position acts as a business relationship manager responsible for the collection, analysis, review, documentation and communication of business needs and requirements to the IT organization as relates to complex financial applications, processes, and reporting. The documentation produced by this position will serve as structured input for AI-assisted code generation and application design processes. Specific Knowledge, Skills, and Abilities (KSAs) Business and Technical Analysis Minimum 7 years of combined business and technical analysis experience in complex enterprise environments. Minimum 5 years of experience leading, mentoring, and managing cross-functional stakeholder groups in documenting application business requirements. Proven ability to analyze and interpret large datasets, including cleaning, transforming, and visualizing data for business insight and decision-making. Demonstrated experience in translating business needs into functional and technical specifications, including process mapping, data modeling, and workflow documentation. Documentation and Technical Writing Minimum 5 years of experience in technical writing, producing Business Requirements Documents (BRDs), Functional Specifications (FS), User Stories, and Acceptance Criteria. Ability to prepare clear, accurate, and comprehensive documentation intended for both business and technical audiences. Skilled in creating diagrams, flowcharts, and other visual artifacts to illustrate business processes and system interactions. Systems, Data, and Process Knowledge Minimum 3 years of experience in batch process design and development or equivalent experience with enterprise job scheduling or ETL processes. Minimum 3 years of experience testing and validating high-volume, complex data integration or financial transaction processes. Working knowledge of system interfaces and integration points across financial applications and reporting systems. Tools and Emerging Technologies Minimum 1 year of experience using Azure DevOps to manage requirements, work items, and testing artifacts. Minimum 1 year of experience utilizing AI-based tools in a business or technical environment for requirements extraction, analysis, or automation. Familiarity with continuous integration and continuous delivery (CI/CD) practices and development lifecycle management standards. Strong analytical and problem-solving skills with the ability to work independently and collaboratively. Preferred KSAs Minimum 3 years of demonstrated experience in the development, enhancement, or support of financial business systems, including federal grants management, cost allocation, or financial reporting. Prior experience working with a state or other government agency, particularly in a financial or enterprise resource planning (ERP) context. General understanding of standard accounting principles and practices. Experience supporting ERP modernization or system integration projects involving statewide or enterprise-level financial systems (e.g., Florida PALM). Familiarity with data governance, audit controls, and compliance reporting for financial applications.
