Job description The effective use of public sector data has the potential to transform people’s lives by improving the delivery of public services, underpinning ground-breaking research, and cutting-edge innovation across the economy. These roles present an exciting opportunity to help shape the high-profile and ambitious manifesto commitment to establish a soon to be announced National Data Library. The National Data Library is flagship programme of over £100 million which will harness the power of public sector data to improve people’s lives. We are looking for three enthusiastic people to join the friendly and inclusive Strategy and Engagement DD group in the National Data Library. The Strategy and Engagement group is responsible for defining and delivering the programme's strategy for the years ahead, designing and coordinating interventions, and engaging a diverse set of stakeholder groups to inform the National Data Library's approach. We deal with some of the most exciting digital policy questions of our time: public sector reform, joined up public services, AI development to benefit the UK, and collaboration between government and the private and academic sectors. These roles are being advertised in Manchester and Bristol but existing DSIT staff based elsewhere are able to apply and remain in their location. Person specification Key responsibilities These roles are ideal for candidates looking to develop their careers in a supportive environment. The programme is fast paced and high profile, led by a collegiate team that promotes good work life balance, takes pride in diversity of staff and coaches individuals for their development. New members joining the team will need to be flexible and comfortable engaging with new topics to meet emerging priorities. There are 3 roles available. Legislation Lead This postholder will be responsible for shaping and delivering the legislative framework and potential reforms underpinning the National Data Library programme. This includes leading policy development for potential legislative measures, coordinating policy and legal instructions, and guiding proposals from ideation to implementation. The role will require you to build deep expertise in the legislative processes and the ability to work across government to ensure proposals support public sector data use while safeguarding privacy and security. Data Landscape Governance Lead This postholder will lead the development of a governance model for public sector data, setting a target operating model and roadmap for delivery. This includes scoping and designing pilot interventions to improve access to data relevant to the NDL, delivering value early to build confidence among data holders and users. The role will require you to build expertise in data governance and legislation. Public Sector Data Markets Lead The postholder will be responsible for NDL interventions to test the potential commercial market for public sector data. They will identify promising opportunities for data commercialisation and partnerships. The role will require you to develop a strong understanding of UK business sectors and the public sector data landscape. Essential criteria The successful candidates will show an ability to: Communicate and influence with impact: Displaying excellent written and verbal communication skills, with a track record of influencing senior stakeholders through clear and compelling advice. Lead policy development from inception to implementation: Developing effective policy solutions in ambiguous environments, turning abstract outcomes into credible policy options ready for implementation. Deliver at pace: Managing multiple priorities and delivering high-quality outputs under pressure, using effective project management and oversight. Lead, motivate and develop teams: Being a team player, providing constructive challenge to a wider team, coaching and developing line report(s). Work collaboratively to drive shared outcomes: Demonstrating strong interpersonal skills and experience working collaboratively across teams and departments to deliver shared goals, building effective partnerships and navigating organisational boundaries.
