Summary of Work
The Senior Data Analytics & Reporting Consultant will support the reporting, collection, translation, and warehousing of Appellate Courts’ Appellate Court Case Management System (ACCMS) data. The consultant will provide expertise in analytics, data mapping, data integration, and data warehousing to support services provided by the Appellate Court Services Office for the Supreme Court and Courts of Appeal.
This role requires hands-on experience with reporting and analytics tools such as SAS and Power BI, along with experience supporting multiple implementations, coordinating with cross-functional teams, third-party vendors, and business stakeholders.
The consultant will also lead the migration of the existing SAS-based statistical reporting environment to a modern analytics platform. Responsibilities include evaluating available technologies, recommending the most suitable solution, and supporting the migration of data and reporting processes. Additionally, the consultant will redesign and modernize existing SAS reports into Power BI dashboards and reports for the Courts of Appeal.
Minimum Qualifications & Required Skills
• 5+ years of experience as a Data Specialist, Data Analyst, Data Engineer, or similar role involving analysis, design, development, and maintenance of enterprise data models and data pipelines.
Required Experience Includes:
• Designing and developing data models and data dictionaries for data warehousing and analytics integration.
• Building and managing large, complex datasets that meet business and reporting requirements.
• Developing and maintaining ETL/ELT pipelines using SQL, SAS, Power BI, and cloud-based technologies.
• Creating infrastructure for optimal extraction, transformation, and loading of data from multiple data sources.
Additional Requirements:
• 5+ years of experience documenting and analyzing project lifecycle artifacts, including:
• Functional requirements
• Business cases
• Project charters
• Communication plans
• Test plans
• Functional specifications
• Experience implementing large-scale, multi-organizational data warehousing solutions using:
• ETL tools
• Machine Learning (ML)
• Data APIs
• 5+ years of hands-on experience with:
• SAS
• Power BI
• SQL programming
• Data modeling
• Enterprise ETL/ELT tools such as Talend, Informatica, or Oracle Data Integrator
• Strong understanding of:
• Data classifications
• Data governance
• Data security and access controls
• Strong written and verbal communication skills with both technical and non-technical stakeholders.
• Experience managing project schedules, deliverables, milestones, and timelines.
• Ability to present analyses, recommendations, and technical decisions to stakeholders at varying levels of seniority.
• Strong interpersonal skills with a collaborative and solution-oriented mindset.
• Experience with Microsoft Office applications including Word, Excel, Project, and Visio.
• Knowledge of digital government strategies and public-sector technology initiatives.
• Excellent English communication skills, both written and verbal.
Preferred Qualifications
• Recent experience working with government agencies or public-sector organizations on similar projects.
• Experience integrating, administering, and supporting Snowflake.
• Experience using:
• Talend Data Fabric
• R Programming
• Power BI
• Experience supporting court systems, judicial systems, or justice-sector applications.
Key Responsibilities
1. Analyze, design, develop, maintain, and enhance data pipelines supporting statewide statistical reporting for the Appellate Courts’ ACCMS platform and SAS reporting applications.
1. Review and analyze existing scripts and reporting processes used for Monthly, Quarterly, and Annual statewide statistical reporting for the Courts of Appeal.
1. Lead the migration from SAS to a modern statistical analysis and reporting platform, including:
• Evaluating available technologies
• Recommending the best-fit solution
• Supporting migration and implementation activities
1. Develop and document technical specifications and data extraction processes.
1. Support onboarding of new courts to the ACCMS platform and enhancements by:
• Configuring ADLS, Snowflake, and Talend
• Assisting with environment setup
• Supporting data extract configuration
1. Create and maintain data quality control and validation processes.
1. Provide technical troubleshooting and support for project teams and courts, including:
• Data file validation
• Data quality verification
• Issue resolution support
1. Deliver training and knowledge transfer sessions to court staff on data engineering and reporting processes.
1. Assist courts with data extraction routines and provide ongoing technical guidance.
1. Collaborate with JCIT teams and Court Technology Managers to ensure accurate and efficient data flow into enterprise data pipelines.
1. Perform data modeling and data integration activities as needed.
1. Support operational and enhancement activities related to ACCMS and Appellate Court Services.
1. Support deployment and maintenance of enhancements, new code releases, and reporting solutions.
1. Maintain and support:
• ACCMS coding artifacts
• Database and union views
• Snowflake components
• Statistical reporting tools
• Dashboards and analytics platforms
1. Communicate project activities, performance metrics, and status updates to stakeholders.
1. Prepare and submit weekly and monthly status reports.
