We are seeking a Senior Delivery Manager to lead complex, AI-enabled transformations within our Security & Justice practice.
The Security and Justice sector within UK Government and Public Services encompasses a broad range of critical functions aimed at protecting citizens, upholding the rule of law, and maintaining public order. This includes organisations responsible for security, law enforcement (e.g., policing), the entire criminal and civil justice system (e.g., courts, legal aid), and the correctional services (e.g., prisons, probation).
This role moves beyond delivering strategy or proofs-of-concept and focuses on the delivery of productionised, mission-critical systems that will transform Security & Justice. You will orchestrate large-scale programmes for clients, ensuring they achieve their high-profile priorities and deliver measurable societal impact.

This is a leadership role that blends programme management rigour, stakeholder engagement, and a strategic understanding of the technology delivery lifecycle. Your key responsibilities will include:
Programme Delivery & Client Impact
End-to-End Programme Leadership: Manage the entire delivery lifecycle of large-scale technology transformation programmes, from initiation and planning through to execution, monitoring, and closure.
Strategic Application of AI: Act as a strategic advisor to clients, helping them understand the art of the possible with AI and data. Guide discussions on how to apply these technologies to solve specific business problems, ensuring that solutions are not only technically feasible but also deliver tangible value and align with the client's mission.
Translate Strategy to Reality: Convert high-level client requirements and business cases into detailed delivery plans, workstreams, and actionable tasks for multidisciplinary teams.
Risk & Issue Management: Proactively identify, assess, and mitigate programme risks, including budgetary, resource, and dependency challenges, to ensure smooth and timely delivery.
Financial & Commercial Oversight: Take responsibility for programme budgets, forecasting, and commercial performance, ensuring projects deliver value for both the client and Deloitte.
Assurance & Governance: Establish and manage robust governance frameworks, providing clear and concise progress reporting to senior client and Deloitte stakeholders.
Leadership & Stakeholder Management
Cross-Functional Team Leadership: Lead and motivate diverse, multi-disciplinary teams (including engineers, data scientists, architects, and business analysts), fostering a collaborative and high-performing culture.
Influential Stakeholder Navigation: Act as the primary point of contact for senior client stakeholders, building deep, trusted relationships. Articulate complex information with clarity and confidence to influence decision-making, manage expectations, and build consensus at the highest levels.
Bridge Technical & Business Worlds: Serve as the key translator between technical experts and non-technical business leaders. You will be adept at demystifying complex technical and AI-related concepts, ensuring all parties have a shared understanding of objectives, progress, and challenges.
Mentorship & Development: Coach and mentor junior delivery leads and project managers, championing a culture of excellence in programme management and delivery.

We are looking for candidates who can demonstrate skills and experience across the following:
Delivery Expertise
Extensive experience managing the end-to-end delivery of large-scale, complex technology & AI transformation programmes, preferably within the public sector or a similarly regulated industry. (Note: Security & Justice experience is desirable, but not essential)
A proven track record of successfully delivering projects with significant budgets and large, multi-disciplinary teams, using structured methodologies (e.g., SAFe, MSP).
Deep expertise in programme and project management disciplines, including planning, financial management, risk and issue management, and dependency management.
Demonstrable experience in senior stakeholder management, with the ability to build strong relationships, influence decision-making, and manage expectations at executive levels.
Experience leading and mentoring teams, fostering a positive and productive environment to ensure high-quality delivery.
Technical Acumen
Understanding the capabilities of AI/ML and its capabilities and limitations to solve business problems.
Act as a strategic advisor to clients, helping them understand the art of the possible with AI and data. Guide discussions on how to apply these technologies to solve specific business problems, ensuring that solutions are not only technically feasible but also deliver tangible value and align with the client's mission.
A strong understanding of the modern software and data engineering lifecycle, including concepts like DevOps, MLOps, cloud infrastructure, data platforms, monitoring and observability.
Familiarity with the challenges and opportunities presented by AI and data-driven solutions. You do not need to be a hands-on practitioner, but you should be able to hold credible conversations about the delivery implications of these technologies.
The ability to understand and articulate technical challenges to a non-technical audience and, conversely, to translate business requirements into clear objectives for technical teams.
You can understand client challenges and guide teams to propose pragmatic solutions, knowing when a complex technology is required versus when a simpler approach is more effective.
