BCBS 239 Implementation Consultant - Outside IR35
Location: Hybrid – London
Duration: 3 months initially (potential to extend)
Start Date: Mid-November
Day Rate: £350 - 500
Overview:
We’re supporting a financial services client seeking experienced professionals to support an ongoing BCBS 239 implementation programme. The work involves enhancing data governance, risk aggregation, and regulatory reporting capabilities in line with BCBS 239 principles.
This is a hands-on delivery role for individuals with proven experience implementing regulatory change within complex financial institutions — ideally across Risk, Finance, or Data domains.
Key Responsibilities
• Lead and support the delivery of BCBS 239 compliance initiatives, ensuring alignment with regulatory expectations and internal standards.
• Work across Risk, Finance, and Data functions to implement data aggregation frameworks and strengthen risk reporting controls.
• Define, document, and operationalise data governance policies, lineage, and quality metrics required for BCBS 239 compliance.
• Collaborate with senior stakeholders to assess data architecture maturity, identify gaps, and drive remediation plans.
• Contribute to the design and delivery of data management frameworks, including metadata, data ownership, and stewardship models.
• Support the development of management information (MI) and dashboards aligned with regulatory reporting obligations.
• Provide subject matter expertise on risk data aggregation principles, regulatory expectations, and best practice approaches. Required Experience
• Proven BCBS 239 implementation experience, ideally within Tier 1 or Tier 2 banks, or regulatory compliance consultancies.
• Strong understanding of risk data aggregation, data governance, and regulatory reporting frameworks.
• Background in Financial Services Regulation, with exposure to PRA/FCA, Basel, or EBA programmes.
• Solid grasp of data management principles (e.g. DAMA, EDM Council, DCAM).
• Experience collaborating with CRO, CFO, and Data Office functions to drive regulatory outcomes.
• Excellent stakeholder management and communication skills; ability to translate complex requirements into actionable delivery. Desirable
• Familiarity with Basel III, IFRS 9, Stress Testing, or Risk & Finance Integration programmes.
• Experience with data lineage tools or metadata management platforms (e.g. Collibra, Informatica, Ataccama).
• Knowledge of data quality frameworks and key risk metrics. Summary This role suits individuals who have played a tangible part in delivering BCBS 239 or broader risk data aggregation programmes.
