BI Developer / Analytics Engineer

Overview This is a contract consulting role (T&M), not a full-time position. We are seeking a BI Developer and Analytics Engineer to design, build, and deploy dashboards, reports, and self-service analytics capabilities for a public sector client. This person will work closely with business stakeholders to understand KPI needs, translate requirements into data models and visualizations, and enable client staff to analyze their own data independently over time. Key Responsibilities • Design and develop dashboards, reports, and scorecards using Power BI, Tableau, or similar BI platforms. • Collaborate with business stakeholders to define KPIs, metrics, and reporting requirements. • Build and maintain semantic data models, calculated measures, and data marts to support reporting needs. • Enable self-service analytics by building intuitive, well-documented report templates and training users. • Optimize report performance through query tuning, data model design, and incremental refresh strategies. • Apply data visualization best practices and UX principles to produce clear, actionable outputs. • Support analytics engineers and data engineers in ensuring reporting-ready data is available from upstream pipelines. • Develop training materials and conduct user enablement sessions for client staff. Required Qualifications • 5+ years of experience in BI development, data visualization, or analytics engineering. • Proficiency in Power BI or Tableau (Power BI strongly preferred); experience building production-grade dashboards. • Strong skills in SQL and semantic data modeling (star schema, dimensional modeling). • Experience translating business requirements into technical reporting solutions. • Ability to communicate data insights clearly to non-technical audiences. • Experience with self-service analytics enablement and end-user training. Nice to Have • Experience building analytics solutions for public municipal operations. • Familiarity with DAX, Power Query, or dbt for data transformation. • Experience integrating BI tools with cloud data platforms (Azure Synapse, Databricks, Snowflake, etc.). • Exposure to operational analytics use cases such as asset performance, demand forecasting, or service reliability. • Experience working in environments with data quality challenges and disparate source systems.
