Role description
Title: Business Analyst 2
Location: Vancouver, WA (On-Site)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $46.12 - $49.25 per hour

• Candidates must be willing to work on our W-2. Due to federal contract requirements, only U.S. Citizens can be considered for this position. Also this role requires you to work fully onsite 5 days in a week.

• Perform analysis of business issues, provide recommendations for possible solutions, work with stakeholders to drive decision making and define requirements for program or project development, verifying that business needs are being met. Complete documentation for business requirements which guide program/project development efforts, working closely with development team and business teams to ensure successful implementation of business requirements. Assist with the development and maintenance of the business requirements process used to define requirements for projects. Assist with the definition and negotiation of project scope and create appropriate scope documentation. Communicates project status and escalates issues as needed.
Position Responsibilities:
• Gather and organize information on problems or procedures.
• Analyze data gathered and develop solutions or alternative methods of proceeding.
• Confer with personnel concerned to verify successful functioning of newly implemented systems or procedures.
• Develop and implement management approved records management program for filing, protection, and retrieval of records, and assure compliance with program.
• Review forms and reports and confer with management and users about format, distribution, and purpose, and to identify problems and improvements.
• Interview personnel and conduct on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used.
• Document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes.
• Design, evaluate and recommend changes of forms and reports.
• Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
• Develop detailed work plans to enable project success.
• Organize and facilitate large cross functional meetings.
• Promote consensus on a high level view of the project and drill down into the details to obtain the requirements.
• Document project issues, risks, assumptions and requirements.
• Analyze and develop business scenarios and use cases.
• Follow policies and procedures to verify audit and compliance.
• Deliver project status and time tracking.
• Create process flows and diagrams necessary for the requirements gathering process.
• Work with management to facilitate resolution of conflicting priorities, requirements, and/or team positions.
Position Requirements:
Education & Corresponding Experience
• Associate or Bachelor Degree in Logistics and Transportation Management, Business Administration, Supply Chain Management, Industrial Engineering or a related engineering field (focus on process optimization), Information Technology or Computer Science (especially with a focus on business analysis) or a closely related discipline is preferred.
• With an applicable Bachelor's Degree, 5 years of experience is required.
• With an applicable Associates Degree, 7 years of experience is required.
• Without an applicable degree, 9 years of experience is required.
Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.
Required Technical Skills & Experience
Qualified applicants must have demonstrated experience with the following:
Data Analysis & Interpretation:
• Proficiency in gathering, cleaning, analyzing, and interpreting complex data sets related to fleet expenses, capital programs and asset utilization. This includes identifying trends, patterns, and anomalies.
• Experience with data analysis tools and reporting systems
• Ability to translate data into actionable insights and recommendations for process improvements and cost optimization.
• Process Mapping & Business Process Analysis:
• Expertise in documenting and mapping current and future states of various Fleet processes using standard tools
• Ability to identify process gaps, inefficiencies, and areas for improvement.]
Financial Acumen:
• Understanding of financial management principles, including fleet expense and capital finance programs.
• Ability to conduct financial analysis of acquisition options, lifecycle analysis, and basic accounting principles relevant to fleet assets.
• Knowledge of budgeting processes, including projecting and planning for future financial activities, and cost control strategies.
Technical Writing & Documentation:
• Strong ability to create clear, concise, and accurate technical documentation, including process maps, procedures, reports, and recommendations.
• Proficiency in using tools for creating diagrams, illustrations, and documents
• Ability to translate complex technical information into easily understandable content for various stakeholders.
Project Management:
• Skills in planning, organizing, and prioritizing multiple tasks and initiatives to meet deadlines.
• Understanding of project life cycle phases (requirements gathering, design, development, deployment, training, measuring effectiveness).
• Communication & Interpersonal Skills:
• Excellent verbal and written communication skills to confer with stakeholders, gather information, present findings, and provide recommendations effectively.
• Ability to facilitate workshops and training sessions with diverse groups of users and leadership.
• Strong interpersonal skills to build relationships and collaborate effectively with various departments and external partners.
• Advanced proficiency with Microsoft Office Suite including Word, Excel, Visio and PowerPoint
• Proficiency with Visio or similar software
Preferred Technical Skills & Experience
• Experience as a fleet coordinator, dispatcher, or logistics assistant.
• Familiarity with Fleet Management Information Systems (FMIS), GPS tracking systems, telematics technology, or other relevant fleet management software platforms.
