Role description
Summary of Services – Business Analyst 3 (PEMS Project – HHSC) Texas Health and Human Services Commission (HHSC) is seeking one (1) Business Analyst 3, experienced in Applications/Software Development, to support the Provider Enrollment and Management System (PEMS) enhancement initiative within the Medicaid and CHIP Services (MCS) Department. This role functions as both Business Analyst and Agile Product Owner, working closely with HHSC internal business units, TMHP technical teams, contracted vendors, and program stakeholders. The selected worker will provide expert-level analysis, requirements gathering, backlog management, and testing support to ensure the delivery of high-quality system enhancements that improve provider experience and operational efficiency. β€’ This role is Contract role for an Onsite Only position, Candidates must be local. β€’ Key Responsibilities β€’ Analyze program policies, business processes, and systems to identify impacts and improvement opportunities. β€’ Collaborate with program staff to gather, validate, and document detailed business and technical requirements. β€’ Serve as Product Owner for an Agile team: writing User Stories with Acceptance Criteria, managing backlog, and collaborating throughout sprint cycles. β€’ Liaise between HHSC staff and vendor teams to translate business needs into technical specifications. β€’ Review user/system requirement documentation, design artifacts, data mappings, test plans, and risk assessments. β€’ Develop test plans, scenarios, exit criteria; execute and track results using formal testing tools. β€’ Participate in system, integration, and user acceptance testing. β€’ Identify project risks, issues, and mitigation strategies; report status to leadership. β€’ Prepare and deliver documentation, presentations, action items, and decision logs. β€’ Manage schedules, deadlines, and deliverable tracking for PEMS-related initiatives. β€’ Perform additional tasks as required by the PEMS project. Required Skills & Experience (Minimum 8 Years Unless Stated Otherwise) β€’ Business Analyst and Agile Product Owner experience. β€’ Agile/Scrum methodology in software development environments. β€’ Complex business analysis and technical documentation. β€’ Communication skillsβ€”written, verbal, requirements documentation, testing documentation. β€’ Project risk/issue management, reporting, and mitigation planning. β€’ Gathering, validating, and translating business requirements into technical solutions. β€’ Review and approval of vendor-produced technical requirements. β€’ Microsoft Office Suite (Teams, Word, Excel, PowerPoint). β€’ Microsoft Project or similar project management tools. β€’ Development of test plans, strategies, and test scenarios. β€’ Execution of detailed test cases within complex systems. β€’ Use of testing management software. β€’ Approving and prioritizing user stories using stakeholder input. β€’ Experience with Medicaid systems and processes. β€’ Claims processing knowledge. Preferred Experience β€’ 4+ years of knowledge of Texas Medicaid programs. β€’ 2+ years supporting or working directly with the Provider Enrollment and Management System (PEMS).
