Role description
Job Title: Business Analyst 3 Location: Richmond, VA (Onsite – 1 day/week, local candidates only) Duration: Long-term Contract Role Overview The Business Analyst will support a data and application migration initiative within the Office of Epidemiology. This role requires a blend of business analysis, stakeholder coordination, and project support, working closely with internal teams, state partners, and federal agencies. Responsibilities • Gather and document business requirements related to migration efforts • Perform gap analysis (current vs. future state) • Facilitate stakeholder meetings, status calls, and planning sessions • Create process flows, user stories, and functional documentation • Coordinate with cross-functional teams including state and federal partners • Support system integration testing and user acceptance testing (UAT) • Develop test plans, scenarios, and documentation • Track project progress, risks, and follow-ups • Assist with training materials and user manuals • Provide implementation and post-implementation support Required Skills • 7+ years of Business Analysis experience • Strong background in requirements gathering and documentation • Experience with business process mapping and process improvement • Knowledge of SDLC methodologies (Agile, Waterfall, Iterative) • Strong stakeholder management and communication skills • Experience facilitating meetings with business and technical teams • Experience with UAT, test planning, and documentation • Strong analytical, problem-solving, and organizational skills • Ability to handle multiple priorities in a dynamic environment Preferred Skills • Healthcare or Public Health systems experience • Experience with data/application migration projects • Knowledge of ETL, data modeling, and databases (nice to have) • Experience with government or public sector projects • Familiarity with security/compliance standards Certifications • Preferred (not required): • CBAP / CCBA • PMI-PBA • Agile / Scrum certifications At Radiant Digital, we provide IT solutions and consulting services to help government agencies and businesses in the USA, Canada, the Middle East, and Southeast Asia.
