Position Details

Key Responsibilities
1. Business & Systems Analysis
• Review, analyze, and evaluate business systems and user needs to formulate systems that parallel overall business strategies
• Apply experience in business process reengineering and identify new applications of technology to make business more effective
• Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, and buy/build evaluations
• Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs
1. CARE System Migration Support
• Provide business and systems analysis in support of the retirement of the Client Assignment and Registration (CARE) system and migration of legacy components to future applications
• Support the transition of CARE functions from a legacy mainframe environment into modern, modular, Medicaid Enterprise System-aligned solutions
• Ensure smooth migration of CARE-related business, data, reporting, and integration capabilities from current to future locations
• Work across business, application, data, reporting, infrastructure, security, and project delivery teams to document current-state business and technical processes
1. Requirements Management & Traceability
• Elicit, document, validate, and manage requirements; facilitate collaboration to synthesize information and ensure full coverage
• Build traceability from stakeholder needs to system requirements; challenge gaps and validate assumptions for accuracy
• Translate complex business processes, screens, and data flows into clear, testable, traceable, and technically actionable requirements
• Write and maintain business process flow diagrams and visuals
1. Stakeholder Collaboration & Gap Analysis
• Serve as a bridge between business, application, data, reporting, infrastructure, security, and project delivery teams
• Facilitate discovery and analysis of CARE functions; synthesize findings and deliver decision-ready analysis
• Map business and technical dependencies, identify gaps, and work with stakeholders to define future-state requirements
• Proactively address gaps and validate assumptions across cross-functional teams
1. Medicaid Operations Continuity
• Ensure CARE retirement covers all critical dependencies through cross-functional reviews and actionable recommendations
• Support continuity of Medicaid operations throughout the migration process
• Define future-state business and technical requirements aligned with Medicaid Enterprise System standards
Required Experience
• 8 Years - Business analysis experience reviewing, analyzing, and evaluating business systems and user needs
• 8 Years - Experience eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements
• 8 Years - Experience developing requirements traceability from business needs through design, development, testing, implementation, and operational readiness
• 8 Years - Experience conducting current-state and future-state process analysis, gap analysis, impact analysis, and dependency analysis
• 8 Years - Experience documenting use cases, user stories, acceptance criteria, business rules, process flows, and requirements specifications
• 8 Years - Experience working across business, application, data, infrastructure, security, and vendor teams
• 8 Years - Experience supporting complex IT projects with multiple stakeholders, dependencies, risks, and decision points
• 8 Years - Strong written and verbal communication skills, including executive-ready summaries and technical documentation
• 8 Years - Experience analyzing data flows, interfaces, reports, source-to-target mappings, or system integration dependencies
Preferred Experience
• 4 Years - Experience supporting legacy system modernization, mainframe retirement, system replacement, or enterprise transformation
• 3 Years - Experience with Medicaid, health and human services, claims, eligibility, provider, waiver, behavioral health, IDD, or related public-sector spaces
• 3 Years - Experience with application development or infrastructure deployment projects
• 2 Years - Experience with APIs, batch interfaces, data warehouses, reporting modernization, or modular system design
• 2 Years - Experience with Texas Project Delivery Framework, state government IT governance, or public-sector procurements
