Role description
Texas GovLink, Inc. is an Austin-based firm which has been a leading provider of technical and business professionals to clients in Texas. We are currently seeking an experienced Business Analyst to be a key resource on a technical services team. • • Location of job: Onsite. Candidates must be local to Austin, TX. • • Responsibilities: The Environmental Affairs Division (ENV) and Information Technology Division (ITD) of the Texas Department of Transportation (TxDOT) requires the services of one Business Analyst III. The Business Analyst III will be responsible for supporting ENV ECOS business support team with day-day project issues, tool development and maintenance efforts from the Environmental Affairs Division. Additionally, will be responsible for coordinating with the ENV Lead Business systems specialist/Project Manager, Division director, and 3rd party development team, in maintaining and creating the project documentation following the DIR/ TxDOT ITD project delivery process. The services to be provided by the Worker will include, but will not be limited to the following: • Work with employees from ENV, 3rd party vendor team, and Information Technology Division (ITD) to analyze current processes for each ENV program area. • Support ENV ECOS business support team on day-day project issues by working with the ECOS Lead Business analyst/PM, ECOS Security Administrator, and ENV division and district staff. • Support end users with application related issues and debug the root cause. • Maintain bug, issue tracking, and version control throughout project lifecycle. • Create Functional Specifications for the Application, Create Test Cases, Perform Unit, System, User Acceptance Testing, Identify and Create defects in Defect Tracking tools, ADSR Requests, Submit Database Requests, • Create Test plans and test scripts for the applications. • Support end users with application related issues and debug the root cause. • Perform technical and business impact analysis during requirements gathering and modeling. • Documentation including: technical writing, status reports, visual models, and end user training materials • Extracting requirements from environmental legislation and ENV employees to ensure knowledge transfer for application development. • Interface with TxDOT business and technical personnel regarding the web application development project. • Translate the business knowledge of Texas ECOS, PEAMT functionality, data, and reporting to the Texas ECOS, and PEAMT development teams. • Convert user stories into detailed specifications to create or modify computer programs in TxDOT. • Work requires contact with developers, information systems analysts, end users, and department executives. • Data mapping from existing environmental business rules to Texas ECOS database. • Support ECOS business support ENV, ITD, 3rd Party Project Manager, 3rd party development team and ENV OPR (Office of Primary Responsibility) for application integrations, enhancements, and development. • Perform other related services as assigned by the ENV Division Director and ENV ECOS Lead Business analyst/PM Qualifications Minimum (Required): 6-8 years of: • Experience with working on the business and IT side by analyzing, documenting, and delivering operational changes to applications • Skilled in delivering projects with waterfall, Scrum and Kanban methodologies on time and within budget for projects with statewide stakeholders • Skilled in change management and change readiness practices for applications 5 years of: • Familiarity with a relational database, client-server concepts, and experience using database tools such as Toad, EA/Studio or others. 4 years of: • Convert User stories into detailed specifications to create or modify computer programs • Perform support triage system, communicate and transfer knowledge to business and technical personnel. • Experience using MS Project, Atlassian Trello, and SharePoint to create and maintain schedules. Preferred (Optional): 2 years of: • Working knowledge of environmental business processes including the creation of conceptual/logical data models, document business requirements, and GAP analysis for government agencies. 1 year of: • Experience performing prototype development, running user workshops, performing business analysis and testing for environmental government agencies. • Experience with state government, federal or complex private sector organization • Experience with Information Technology and Information Management projects Overview Texas GovLink offers its family of consultants excellent rates, a local support staff, and an attractive benefits package which includes medical insurance (TGL shares a percentage of the cost), life insurance, a matching 401(k) plan and a cafeteria plan.
