Business Analyst

Our government client is looking for an experienced Business Analyst on a hybrid 5+ months renewable contract role in Henrico, VA. Position – Business Analyst | w2 rate- 62/hr | 3 days a week. If selected, the role requires the candidate to be on site 3 days a week. Strictly for US citizens and Permanent residents About The Role The agency currently is using using a COTS application called MLO that is supplied by System Automation (SA). Most of our processes are built around MLO. • Recently SA announced that MLO would be end of life in 2 years and wants to standardize their user base on their new product, Evoke. It is on state contract. • Evoke is a low-code Software as a Service (SaaS) offering. It has workflow capabilities that MLO does not. • We have met with SA and supplied enough information so that they could provide a high-level quote. • We are looking into breaking this project into2 phases. • Phase 1 would be a lift and shift where we might add some functionality if it makes sense but would not lose any functionality. The goal is that staff can do the same tasks they did before the migration even if they are doing it a different way. • Phase 2 would be additions to Evoke that were not included in Phase 1. • We do not have a BA on staff so we will need this person to document our current state (we should have most of this information) and our desired future state. • We would then need the BA to assist Procurement with ensuring the requirements are included in the SOW. Role Description • Conducts project initiation activities to identify current and future state requirements. • Works with business and Information Systems staff to determine needs and produce Requirements Definition document that completely and clearly defines the requirements within the established timeframe. • Ensures documented requirements are clear, concise, complete, and meet established agency guidelines and standards. • Assists with the development of applicable processes and templates as needed and directed by project leadership to ensure documentation is in a standard, easy to use, and repeatable format. • Assist DHP’s Procurement team to translate requirements that will be incorporated into a Statement of Work (SOW). Required/Desired Experience • 4 Years of Knowledge of COTS applications and platforms Required • 2 Years of Knowledge of SasS applications and platforms Required • 4 Years of Extensive experience in business analysis, requirements documentation, system development life cycle, and agile application development Required • 8 Years of Extensive experience defining and documenting user requirements from multiple sources, with the ability to prepare complex documents to effectively Required • 8 Years of Extensive experience defining and documenting business processes and mapping or developing processes in a new system. Required • 8 Years of Experience conducting meetings and documenting project decisions. Required • 8 Years of Ability to successfully participate in a project team, help foster a team environment, and effectively communicate both orally and in writing. Required • 2 Years of Experience with COTS applications and migrating to a Low-Code software as Service (SaaS) application. Highly desired • 2 Years of Experience/knowledge with the VITA Procurement process or similar experience. Nice to have • 2 Years of General knowledge of VITA and their governance of agencies such as DHP. Nice to have • 2 Years of Experience/knowledge of professional licensure such as medical licenses.
