Professional Summary:
β’ The primary objective of the Information Technology Unit is to deliver quality Application Development and Support and Web services through effective systems architecting and planning, project initiation, business analysis, requirements definition, systems design, systems development, systems implementation, on-going maintenance and enhancement, effective problem identification and resolution, production service and support, and systems administration support tasks to ensure computer applications will assist DOC in achieving its day-to-day mission
β’ Ensures compliance with the VITA project management standards and procedures for development, enhancement, and deployment of applications developed or procured by ITU to deliver services that satisfy user requirements and ITU established standards;
β’ Provides project planning and management,
β’ Ensures production of quality deliverables through the coordination of requirements to test output,
β’ Develops detailed knowledge and functional area expertise of business processes for supported DOC units;
β’ Participates in teams and maintains positive, professional relationships with colleagues and customers;
β’ Demonstrates initiative, timeliness, self-professional development
Required Skills:
β’ Must be able to be hired directly by the agency WITHOUT sponsorship
β’ Expert and applied skill in negotiation, facilitation, and consensus building
β’ Demonstrated skill in requirements solicitation techniques
β’ Professional oral and written communications skills
β’ Project management experience
β’ Prefer working knowledge of a variety of Systems Development Life Cycle (SDLC) processes including Waterfall, Agile, and Iterative
β’ Considerable experience, knowledge and understanding of a variety of technologies: .NET, c#, Microsoft SQL Server, ETL, BizTalk
β’ Considerable experience, knowledge and understanding of a variety of technologies: Microstrategy, relational databases, hardware, telecommunications
β’ Considerable experience, knowledge and understanding of a variety of technologies: messaging, network protocols, Dynamics
β’ Prefer experience, knowledge and understanding with web application development/GUI development, reporting, data movement, reporting, data warehousing
β’ Prefer experience with data analysis, data profiling, mapping and validation
β’ Prefer bachelorβs degree from an accredited college or university with major coursework in Information Technology or a related field or equivalent
Responsibilities:
Project Management, Planning and Analysis:
β’ Assist in the planning of changes to systems and implementation of new systems.
β’ Analyze VADOC Policies and Procedure to identify agency needs related to systems.
β’ Elicit and document technical and business requirements.
β’ Evaluate the impact of system changes on DOC Policy.
β’ Manage expectations of change sponsors and stakeholders.
β’ Serve as a liaison between Virginia Department of Corrections users, ITU and vendors.
1. System Testing:
β’ Assess, test and report on system application and enhancements.
β’ Create test schedules and strategies in accordance with project scope and delivery dates.
β’ Analyze impact of testing defects and recommend corrective action to stakeholders and software vendor.
β’ Test system applications to identify defects (regression testing), and tests system enhancements to ensure agency needs are met.
1. System Deployment:
β’ Execute program enhancements.
β’ Coordinate project release communication to all stakeholders, their contingency plans and conduct release meetings with key stakeholders.
1. Collaboration:
β’ Partner with internal and external resources.
β’ Work with other leadership teams to identify and resolve cross-divisional issues.
1. Training:
β’ Provide training to end users.
β’ Assess training needs based on user knowledge and system applications.
β’ Implement and evaluate training materials to ensure staff can independently use the system
