Business Analyst β Department of Health Projects
We are seeking an experienced Business Analyst to support critical initiatives within state Department of Health programs. The ideal candidate will have hands-on experience working with Medicaid-related projects, strong knowledge of the Medicaid Information Technology Architecture (MITA) framework, and expertise in Business Process Modeling. This role is essential in bridging business needs with technical solutions, ensuring that program requirements, regulatory standards, and operational goals are met.
This position offers the opportunity to work on high-impact health technology projects that directly improve public health operations, program efficiency, and service delivery.
Key Responsibilities
Collaborate with Department of Health stakeholders to gather, document, and validate business requirements.
Analyze and model current-state and future-state business processes, workflows, and system interactions.
Apply MITA principles to assess program maturity, align requirements, and support modernization efforts.
Develop process diagrams, use cases, functional specifications, and requirement traceability documentation.
Facilitate workshops, requirements sessions, and cross-functional meetings with program, policy, and technical teams.
Translate business needs into clear, actionable technical requirements for development and implementation teams.
Support project planning, testing, change management, and solution validation activities.
Ensure compliance with regulatory and program standards specific to the Department of Health and Medicaid initiatives.
Identify process improvement opportunities to enhance system performance, operational efficiency, and service outcomes.
Prepare reports, presentations, and documentation for executive and project leadership.
Qualifications
Bachelorβs degree in Business Analysis, Information Systems, Public Health, or a related field (or equivalent experience).
3+ years of experience as a Business Analyst, ideally supporting Department of Health or Medicaid-related initiatives.
Strong knowledge of MITA framework and Medicaid program operations.
Proven experience with Business Process Modeling using tools such as Visio, Lucidchart, BPMN, or similar.
Demonstrated ability to work with stakeholders at all levels, including program managers, policy experts, and technical teams.
Strong analytical, problem-solving, and communication skills.
Experience producing documentation such as BRDs, FRDs, user stories, workflows, and process maps.
Ability to work independently, manage priorities, and support multiple concurrent initiatives.
Preferred Skills
Experience with Medicaid systems modernization or system integration projects.
Familiarity with CMS guidance, Medicaid regulations, and related compliance standards.
Knowledge of Agile methodologies and tools such as Jira or Azure DevOps.
Experience supporting UAT, testing, or change management activities.
