DfT Operator Ltd (Department for Transport Operator - DFTO) is the public sector owning group behind four eight key train operators: LNER, Northern, Southeastern, TransPennine Express, South Western Railway, c2c, Greater Anglia and WM Trains.
We’re here to make your rail journeys smoother, safer, and more reliable. Since taking on LNER in 2018, we've focused on delivering better train services, enhancing customer experiences, and boosting performance across the network.

We work closely with the DfT but operate independently with our own governance and leadership teams. Our priority is ensuring efficient, dependable rail services for everyone.
Primary Purpose Of Job
Collate and prepare a diverse range of data sets to produce the visualisation and analysis that enables compelling insights to be shared.
Key Responsibilities
• Collect, consolidate and analyse project and programme data from multiple sources to create a reliable and consistent view of portfolio performance.
• Produce dashboards, reports and visualisations to provide insight into delivery progress, risks, issues, benefits and resource usage.
• Identify trends, variances and performance indicators that support decision-making across the PMO and senior leadership.
• Develop, maintain and improve PMO data tools, templates and repositories to strengthen quality, consistency and automation of reporting.
• Support the design and enhancement of digital solutions, including data pipelines, reporting systems and portfolio management tools.
• Collaborate with PMs, PMO analysts and IT teams to ensure tools are user-friendly, scalable and aligned with PMO standards.
• Coordinate the development of the PMO’s data architecture, defining structures, standards, metadata, and integration requirements.
• Maintain completeness and accuracy of portfolio data, ensuring documentation, logs and repositories are up-to-date and aligned with governance expectations.

Knowledge, Skills, Experience & Technical Qualifications:
• Thorough and up to date understanding of analysis approaches, tools and techniques commonly applied in the consulting field
• Strong stakeholder management
• Strong communication and interpersonal skills at the senior management level
• Strong analytical thinker
• Ability to work on multiple projects concurrently
• Strong verbal and written communication skills
• Business process and data modelling experience
Desirable
• Strong experience in programme and project reporting, scorecards and KPIs
• Demonstrable understanding of project delivery methodologies such as Prince2 and Agile and project controls
• Experience of working with a project or programme environment
