Background We are seeking an experienced Business Analyst with 8+ years of experience supporting complex federal and enterprise-scale technology projects. The ideal candidate will possess deep expertise in requirements elicitationAgile/SAFe methodologies, and business process analysis, with a successful history of managing cross-functional teams and delivering measurable improvements in cycle time and stakeholder satisfaction. Role and Responsibilities Lead business analysis efforts for large-scale projects across various domains such as Insurance, Loan Processing, CRM, Billing, and Call Centre systems. Elicit, document, and analyse functional and non-functional requirements using Agile/Scrum or SAFe methodologies. Collaborate with Product Owners, development teams, and stakeholders to refine and prioritize user stories and epics in JIRA. Facilitate workshops, interviews, and user story refinement sessions to gather and validate requirements. Create current and future state process flows, business use cases, acceptance criteria, and testing scenarios. Serve as the central liaison across multiple business units to ensure consistency, accuracy, and quality in deliverables. Support transition efforts from legacy systems to modern cloud or COTS platforms. Provide mentorship to junior analysts and contribute to process improvement initiatives. Produce traceability matrices, MVP documentation, lean business cases, and solution intent documentation. Minimum Qualification 8+ years of experience in Business Analysis across federal or enterprise clients. Proven ability to manage multiple, concurrent projects with a strong understanding of SDLC and Agile/SAFe frameworks. Strong experience with tools such as JIRA, Confluence, CaliberRM, and Clarity. Exceptional documentation, communication, and stakeholder management skills. Experience in reducing cycle times and improving analysis phase efficiency. Hands-on experience with requirements traceability, gap analysis, and enterprise-wide collaboration.Recognized for high-quality results—awarded FSA Administrator’s Award for Service to Agriculture. Preferred Qualification Experience transitioning business analysis functions from Waterfall to Agile. Certified Business Analysis Professional (CBAP). PMI Agile Certified Practitioner (PMI-ACP). Instructor or training background in business analysis principles.
