Role description
Location: San Francisco, CA (Hybrid) Primarily remote, but must be onsite at least three days per week as needed during user acceptance testing. Standard hours: 8 AM – 5 PM PT; occasional early or evening hours during deployments or testing. Contract Term: Initial term: 1 year Option to extend: Up to 3 additional years (total of 4 years) Project Overview The San Francisco Office of the Assessor-Recorder (ASR) manages property assessment, ownership records, exemptions, and transfer taxes.ASR began a modernization initiative in 2019 to replace its legacy Easy Access system with a new Salesforce-based property assessment and recording platform called SMART (System for Managing Assessments, Records, and Transactions). Phase 2.0 launched September 2025. Vendor: Publicis Sapient (System Integrator). The consultant will work alongside Sapient to support ongoing enhancements, testing, and unmet requirements for the Salesforce platform. Position Summary The Business Analyst (BA) will support functional business analysis, develop and execute test scripts and data, and perform system and user acceptance testing (UAT). The consultant will serve as a liaison between ASR business users and the technical team to ensure that system functionality aligns with business needs and compliance standards. Key Responsibilities Collaborate with ASR and Publicis Sapient to analyze functional requirements. Develop and document business requirements, user stories, and functional specifications. Design and execute test scripts, test cases, and data sets for system and UAT phases. Conduct business process mapping and recommend improvements. Participate in Salesforce Community Portal design and implementation. Coordinate with developers, QA testers, and stakeholders to resolve issues. Support project documentation, change management, and training materials as needed. Provide onsite presence for key testing and deployment milestones. Minimum Qualifications (Pass/Fail) Experience implementing a property assessment or property tax system converting a legacy system to Salesforce within the last year Minimum 7 years’ experience as a software/technology Business Analyst or Product Manager on multiple system implementation or enhancement projects within the past 10 years Demonstrated experience with: Soliciting/documenting business requirements or user stories Writing functional specifications Developing UAT test cases Performing business process mapping Experience designing and implementing a Salesforce Community Portal Strong understanding of Salesforce platform architecture Prior experience with government property assessment systems Excellent communication and stakeholder management Familiarity with Agile/Scrum methodologies Experience working in hybrid (remote/onsite) environments Job Type: Contract Pay: $96,166.20 - $140,000.00 per year Work Location: Hybrid remote in San Francisco, CA 94102
