Position Overview
We are seeking a Business Analyst to support business analysis, quality assurance, training, and process improvement initiatives for licensing systems and enterprise applications. This role focuses on gathering requirements, creating user stories, supporting Agile delivery, performing QA validation, and improving business processes through automation and system enhancements.
The ideal candidate will have strong experience in business analysis, Agile methodologies, user story creation, QA testing, and stakeholder collaboration within licensing or regulatory environments.
Key Responsibilities
β’ Gather, analyze, and document business requirements, user needs, and system processes
β’ Translate business requirements into detailed user stories and acceptance criteria
β’ Analyze program policies and procedures to determine impacts on automated systems and functional areas
β’ Perform quality assurance reviews of user stories, ensuring acceptance criteria and non-functional requirements are met
β’ Develop and execute manual testing activities and validate system functionality
β’ Review and develop test cases, change requests, and deployment documentation
β’ Identify opportunities to improve business processes through automation initiatives
β’ Assist with preparation and review of project charters, project plans, test plans, and risk management plans
β’ Consult on application analysis, troubleshoot system issues, and recommend solutions
β’ Coordinate with vendors and contractors to support project delivery and service requests
β’ Develop training curricula, user guides, and conduct training sessions for internal and external users
β’ Maintain business relationships with vendors and support technology procurement and renewals
β’ Participate in Agile ceremonies including sprint planning, backlog refinement, stand-ups, and retrospectives
β’ Support project scope management, acceptance activities, installation, and deployment processes
β’ Provide QA consultation and oversight for projects, assignments, and special initiatives
Required Qualifications
β’ 8+ years of experience providing quality assurance consultation and oversight for projects and initiatives
β’ 3+ years of experience with Agile methodologies, user story creation, and Agile team participation
β’ 3+ years of experience using Azure DevOps, Jira, or similar tools
β’ 3+ years of experience performing senior-level business analysis work
β’ 3+ years of experience analyzing program policies and procedures and assessing impacts on automated systems
β’ 3+ years of experience coordinating with vendors and contractors on project delivery activities
β’ 3+ years of experience identifying process improvement and automation opportunities
β’ 3+ years of experience troubleshooting applications and implementing solutions
β’ 3+ years of experience reviewing project deliverables including charters, test plans, and risk assessments
β’ 3+ years of experience developing training materials and conducting formal training sessions
β’ Strong experience with manual QA testing, test case development, and acceptance validation
β’ Strong communication, documentation, analytical, and stakeholder management skills
β’ Experience working independently with limited supervision
Preferred Qualifications
β’ Experience working with licensing systems and license lifecycle management
β’ Experience working with Texas state agency systems
β’ Knowledge of regulatory or government application environments
β’ Experience supporting business process modernization initiatives
