Role description
Position Overview
The Data & Reporting Analyst will join the Integrated Data & Analytics Section (ID&AS) supporting data initiatives for Wisconsin’s Medicaid and FoodShare programs.
This role is responsible for the end-to-end data reporting lifecycle, including requirements gathering, development, testing, and implementation of both ad hoc and standard reports.
The ideal candidate can translate business and policy needs into technical solutions while ensuring compliance with federal and state regulations.
Key Responsibilities
1. Data Analysis & Report Development
• Develop and maintain standard and ad hoc reports
• Write and optimize queries (SQL, SAS) to extract and manipulate data
• Validate report accuracy and ensure data integrity
• Support reporting needs across MES and IM systems
1. Stakeholder Engagement & Requirements Gathering
• Collaborate with business and technical stakeholders to define requirements
• Translate policy and business needs into technical specifications
• Review and recommend improvements to system design and data structures
1. Regulatory Compliance & Policy Integration
• Analyze federal and state policy changes and assess impact
• Ensure reports and data processes remain compliant
• Identify opportunities for operational and cost efficiencies
1. Documentation & Project Support
• Create technical documentation, workflows, and user guides
• Develop reporting specifications and vendor directives
• Lead or support small to mid-sized projects and initiatives
Required Qualifications
• 3–5 years of experience in data analysis, reporting, or business analysis
• Strong experience with:
• SQL and/or SAS
• Relational databases (Oracle, SQL Server, DB2, MySQL, etc.)
• Experience gathering and documenting business requirements
• Ability to translate technical concepts for non-technical audiences
• Strong communication, organization, and problem-solving skills
Preferred / Nice-to-Have Skills
• Experience with:
• Data visualization tools (Power BI, Tableau, SAS Visual Analytics)
• Reporting platforms (SSRS, MS Access, SAS)
• Business process reengineering and optimization
• Knowledge of data warehousing, ETL, and data modeling
• Familiarity with testing methodologies and business analysis practices
• Healthcare or public sector experience (Medicaid/MMIS preferred)
Industry Experience (Preferred)
Experience in one or more of the following:
• Medicaid / MMIS systems
• Claims, eligibility, or provider management
• Data warehouse / decision support systems
• Healthcare program operations or analytics
