Compensation Data Analyst β Planned Hire (Contingent on Award)
Experience Working: Public-Sector, State or Municipal Environment
Firm: BeckThom HR Consulting
Role Type: Independent Contractor (1099) β Planned Hire Β (Public, State Gov)
Hours Per Week:Β 20
Hourly Rate: $50.00 / hour
Location: Colorado β Remote (with availability for virtual stakeholder meetings).
Engagement Duration: Project-based (approximately 10 months, aligned with project timeline)
Role Overview
BeckThom HR Consulting will engage a Compensation Data Analyst as a planned hire to support the successful execution of an upcoming large-scale classification and compensation study. This position is strictly contingent upon contract award.
This role supports a comprehensive market-based compensation and classification study for a public-sector workforce of approximately 500 position descriptions and 1,100 full-time employees. There will be 2 other people in compensation positions as well. The Specialist will spearhead complex data analysis, data visualization, executive presentation design, and market benchmarking using specific major survey databases to inform the development of an equitable, competitive pay structure.
Key Responsibilities
Compensation & Market Benchmarking
β’ Perform direct market-pricing matching and benchmarking using standard third-party compensation survey database methodologies
β’ Evaluate client roles against survey descriptions to calculate accurate comp-ratios, range penetrations, and market positioning metrics.
β’ Support the review and evaluation of current public-sector compensation structures, job classifications, and internal salary datasets.
β’ Conduct internal equity analyses to identify compression risks, anomalies, and structural alignment issues.
Data Visualization & Executive Reporting
β’ Build interactive data visualizations and business intelligence reports using Tableau, Power BI, and Workday to present workforce data patterns to leadership.
β’ Transform complex data outliers, pay equity gaps, and range penetration models into intuitive, high-impact graphics for the final executive briefing.
β’ Synthesize findings into publication-ready charts and visual layouts that integrate seamlessly into the final project proposal and executive summary.
Financial & Analytical Modeling
β’ Develop and maintain complex, multi-variable Excel models to evaluate the financial impact of proposed pay structures.
β’ Design multi-year implementation funding scenarios and cost projections for client leadership.
β’ Audit data pipelines to ensure absolute precision, consistency, and compliance with the Fair Labor Standards Act (FLSA) regulations.
Required Qualifications
β’ Public-sector, state, or municipal government environment experience.
β’ Experience: 2β5 years of dedicated compensation analysis or advanced HR data analytics experience.
β’ Survey Expertise: Verifiable professional experience working directly with survey compensation databases.
β’ Technical Mastery: Highly advanced Microsoft Excel capabilities (Pivot Tables, advanced nested formulas) paired with professional proficiency in Tableau or Power BI.
β’ Compliance Knowledge: Practical working knowledge of wage-and-hour laws, FLSA classification testing, and pay equity auditing methodologies.
β’ Education: Bachelorβs degree in Finance, Accounting, Human Resources, Business Administration, Economics, or a heavily quantitative field.
Preferred Qualifications
β’ Prior experience conducting compensation and job classification studies in aΒ public-sector state or municipal government environment.
β’ Professional certification, such as Certified Compensation Professional (CCP) or SHRM-CP/SCP.
β’ Strong consulting background with experience presenting complex statistical methodologies directly to corporate or public executives.
Planned Hire & Reference Requirement
This position is identified as a planned hire to be formally engaged upon contract award.Β Upon final selection for proposal inclusion, candidates must:
1. Provide two (2) professional references validating specific work performed on comparable-scale market-pricing or job-classification engagements.
