Hourly Rate $40-50 PACO Group is seeking an organized, highly motivated Compliance Technical Analyst (Contract Specialist) to join our project team supporting construction management operations for the Port Authority of New York & New Jersey. This individual will play a critical role in administering contracts, supporting the agency’s MWSBE and SDVOB programs, preparing compliance analyses, and providing data-driven recommendations to management. The Compliance Technical Analyst will work under the general supervision of the Engineer of Construction (EOC) for Contract Administration and the Manager for Contract Compliance, performing diverse tasks that support project management operations, contract compliance, and special initiatives. Key Responsibilities Represent and handle duties of the Manager for Contract Compliance in their absence. Manage administrative and operational tasks related to various compliance systems. Prepare MWDBE subcontracting participation goals analyses based on contract scope. Support ongoing user training and provide technical assistance to Port Authority staff and contractors in the use of established web-based compliance software systems. Prepare status, analysis, and ad hoc reports for internal and external stakeholders, including federal agencies (FAA, FTA, FHWA, FEMA) compliance reviews. Administer contract prevailing wage oversight through LCP tracker, coordinating with vendors, unions, and wage regulators. Monitor contractor performance, prepare contract status reports, and provide early recommendations on MWSBE and SDVOB issues. Participate in contract progress meetings, including pre-bid, low-bid, and compliance goal meetings. Support the Port Authority’s Mentor-Protege Program (MPP) through outreach, meeting coordination, and issue resolution for protege firms. Perform independent analysis, exercise judgment in task execution, and manage multiple priorities and deadlines across various database systems and applications. Education & Experience Requirements Associate degree or higher in Business, Engineering, or related field from an accredited college or university required. Exceptional data management, analytical, and computer skills, including advanced proficiency in Microsoft Excel, PowerPoint, Power BI, and ad hoc reporting. Valid Driver’s License required; periodic travel within the Port District may be required. Ability to pass a high-level SWAC badge background check (mandatory). Experience in compliance analysis, contract administration, or project management preferred. Skills & Abilities Strong analytical and problem-solving skills with the ability to identify issues and recommend actionable solutions. Excellent verbal and written communication skills, including report preparation and presentation to senior management. Ability to manage multiple tasks, navigate complex databases, and coordinate with multiple stakeholders. Knowledge of MWSBE, SDVOB, and federal compliance requirements. Ability to provide training, guidance, and support to staff and contractors on compliance systems and procedures.
