Position: Data Administrator - W2
Location: Phoenix, AZ - Hybrid - Must be Local
Contract for 13+ Months
JOB DESCRIPTION
The Open Data Administrator will be responsible for collecting, organizing, evaluating, and publishing datasets, as well as collaborating with internal departments to ensure data quality and upload compliance. The ideal candidate will have a passion for the use, understanding, and value of data, a strong understanding of data governance, and experience with data management platforms and metadata standards.
The Open Data Administrator will work as a member of the BIDI team within Data Services team and manage the daily administration and expansion of the Cityβs two Open Data Portals, ArcGIS Online (AGOL) and Open GOV. This role will also augment internal analytics projects as needed.
Key Responsibilities:
β’ Assist in project planning, execution, and monitoring to ensure the successful implementation of data solutions.
β’ Oversee the collection, storage, and maintenance of datasets.
β’ Identify datasets suitable for publication, in collaboration with data owners and legal/compliance teams, towards expansion of the cityβs open data portal.
β’ Collaborate with external users (e.g., developers, researchers, civic tech groups) to understand data needs and usability.
β’ Maintain metadata standards to ensure datasets are well-documented and discoverable.
β’ Develop and maintain standard operating procedures, user guides, FAQs, and dataset documentation for public and internal users.
β’ Conducts workshops, webinars, and training sessions to improve data literacy and how to prepare and publish open data.
β’ Creates documentation, tutorials, and use cases to help users understand and apply open data.
β’ Builds and nurtures communities of data users, including civic tech groups, startups, and academia.
Qualifications:
β’ Education: Bachelorβs degree in information technology, Data Science, or a related field.
β’ Experience: Proven experience in data management, preferably in an open data environment.
Key Skills:
Data Management:
β’ Proficiency in managing data, including collection, storage, and maintenance.
β’ Experience with database management systems (e.g., Oracle).
Data Quality Assurance:
β’ Ability to ensure data accuracy, consistency, and integrity.
β’ Familiarity with data cleansing and validation techniques (preferably using Oracle tools).
Data Security:
β’ Knowledge of data security protocols and best practices.
β’ Experience in implementing measures to protect sensitive information.
Technical Proficiency:
β’ Proficiency in data analysis tools (e.g., Python, R, Excel).
β’ Familiarity with open data platforms and tools (e.g., OpenGov, Socrata, CKAN, Esri AGOL)
β’ Experience working with GIS spatial data.
Regulatory Compliance:
β’ Ability to ensure compliance with relevant standards and policies.
Communication and Collaboration:
β’ Strong communication skills to work effectively with various stakeholders.
β’ Ability to collaborate with different departments to identify data needs.
Problem-Solving:
