Data Analyst IT Finance, TCO and Cost Transparency
Opportunity Overview
We are looking for an experienced Data Analyst to help shape a high-profile Total Cost of Ownership (TCO) model for IT services across HMRC’s Chief Digital Information Officer group. This is an opportunity to work at the intersection of data, finance and technology, applying Technology Business Management (TBM) principles to create a clearer, more transparent view of what it costs to deliver critical digital services.
The role sits within CDIO’s Finance, Portfolio, Performance and Organisational Transformation unit and will involve bringing together financial and operational data from multiple sources, including finance systems, supplier information, cloud consumption, software usage and service data. You will help turn complex and fragmented data into robust analysis that supports better decisions, stronger cost transparency and more informed conversations about the value of IT.
Working closely with the Grade 7 TCO process owner and stakeholders across CDIO, you will play a hands-on role in building, improving and documenting a repeatable analytical model that can be trusted by senior leaders. The assignment is expected to run for at least 6 months and is well suited to someone who enjoys solving complex data problems, improving analytical processes and seeing their work influence real business decisions.

What You Will Do
Build, maintain and enhance structured analytical models that support IT service cost analysis and Total Cost of Ownership reporting.
Collect, cleanse, reconcile and integrate financial and non-financial data using agreed allocation and attribution methodologies.
Work collaboratively with teams across CDIO, including Finance, Supplier Management, Commercial and service teams, to gather, test and validate data inputs.
Create clear, sustainable and repeatable processes for preparing, managing and assuring data used in TCO analysis, supported by practical documentation and explanatory materials.
Apply appropriate analytical techniques and tools to understand IT service costs, cost behaviours, consumption patterns and key cost drivers.
Identify data quality issues, model risks and gaps in evidence, and support practical action to resolve them.
Contribute ideas and insight to continuously improve the TCO modelling approach as it matures across CDIO.
Essential Skills And Experience
• Technology Business Management and IT cost transparency: understanding of TBM principles and the ability to apply them in a complex IT environment to support cost transparency, value conversations and better decision making.
• Experience delivering data models, analysis or reporting that has helped stakeholders understand performance, cost, consumption or value in a complex organisation.
• Complex data analysis and modelling: proven experience working with large, varied and imperfect data sets, including data collection, cleansing, reconciliation, modelling and the production of insight-led recommendations.
• Ability to produce high-quality analysis that is clear, evidence-based and suitable for senior decision makers.
• Good understanding of data governance, data assurance, documentation and good practice in data management.
• Finance systems and financial data: working knowledge of SAP or comparable enterprise finance systems, with the ability to combine financial data with operational usage data to generate insight.
• Experience working with financial information, reporting structures or cost allocation approaches.
• Confidence explaining financial or analytical outputs to non-specialist audiences.
• Data assurance and challenge: ability to test assumptions, challenge data quality, evidence conclusions and strengthen confidence in analytical outputs.
• Continuous improvement mindset: experience identifying and implementing improvements to analytical processes, ways of working, documentation or automation.
Desirable Skills And Experience
IT service management: understanding of how IT services are delivered and managed, including awareness of ITIL or similar service management frameworks.
Finance system transition: experience supporting finance system change, including SAP S/4HANA transition activity or the design of reporting structures that support cost analysis and TCO calculation.
Automation and modern analytics: ability to identify opportunities to automate manual analysis, improve repeatability and use tools such as Power Platform, Power BI, Copilot or other AI-enabled capabilities responsibly and effectively.
