VPD is seeking a Data Analyst to support a project at DHS ICE Office of Acquisition Management. The Data Analyst will support critical acquisition and contract activities related to data entry, data management, and data analysis.
Responsibilities:
Collecting data from a variety of sources relevant to contracts and acquisitions, such as federal procurement systems, financial databases, and internal tracking tools.
Cleaning, filtering, and validating data to ensure its accuracy, completeness, and consistency, which is crucial for maintaining data integrity in high-stakes government operations.
Designing and maintaining databases or information systems used for tracking contract performance, expenditures, and compliance.
Analyzing complex contracting and financial data to identify trends, potential risks (e.g., cost overruns, performance issues), and anomalies.
Conducting cost and price analysis, and evaluating data related to vendor proposals and performance metrics.
Applying statistical methods to interpret data patterns and forecast the effects of different acquisition strategies or policy changes.
Developing and automating reports, dashboards, and visualizations (using tools like Tableau or Power BI) to present complex findings in an easily understandable format for both technical and non-technical stakeholders, including senior management.
Preparing technical reports, briefings, and presentations that translate data insights into actionable recommendations for decision-makers.
Communicating findings and collaborating with program management staff, contracting officers, and other federal partners to support informed decision-making.
Ensuring that all data collection, storage, and analysis activities comply with federal laws, regulations (e.g., FAR), and agency-specific policies regarding data governance and security.
Monitoring contract reporting activities and conducting quality assurance reviews to ensure compliance with legislative and agency reporting requirements.
Identifying and recommending improvements to current systems, policies, and procedures to increase efficiency and accountability throughout the contract lifecycle.
Education & Experience:
Bachelor's degree, 4 years of experience in Data Management or Data Analyst positions.
Qualifications:
Demonstrated ability to use the Microsoft Suite of software applications to create and maintain documents and communications.
Documented ability to maintain and practice operational security (OPSEC) in the performance of daily duties and to report OPSEC issues or concerns.
Documented experience crafting and running Microsoft Excel scripts and codes to double-check the accuracy of information and work products to provide consistently accurate and high-quality work.
Demonstrated experience managing various data formats such as those created and maintained in Microsoft Office products.
Documented ability to apply different strategies for acquiring data and analyzing information to make reasonable inferences or draw well-supported conclusions.
Experience using available tools and techniques to creatively solve problems or manage large data sets.
Experience being thorough and precise when accomplishing a task with concern for all aspects of the job involved.
Documented ability to develop and administer tracking mechanisms, user tools, and worksheets as necessary to track productivity, ensure mandates are followed, meet deadlines, respond to data calls, and accomplish other requirements as needed.
Demonstrated ability to juggle multiple tasks and provide updates on tasks to various levels of leadership in a timely fashion.
Possession of excellent written and verbal communication skills plus strong analytical and organizational skills and abilities.
Experience managing procurement sensitive, law enforcement sensitive, or other secure information is preferred.
Preferred Qualifications:
Experience supporting contracts in the Federal government preferred
