The Office of the Veteran Advocate (OVA) is a small independent office specified in Massachusetts General Laws, Chapter 144 of the Acts of 2022 and established in 2023.
The Office of the Veteran Advocate is an independent state agency tasked with ensuring veterans under the care of the Commonwealth receive dignified treatment and access to all available benefits and services. The OVA works collaboratively with its partners, providing policy recommendations and investigative oversight.
The OVA Data Division defines the core purpose, strategies, and value of the organization’s data assets, focusing on how data supports the broader vision of the Agency through governance, management, quality control and analytics. The Data Division cleans and analyzes veteran data collected at the Federal, State, and Municipal level. The Data Division also seeks to make its products accessible and comprehensible to a variety of stakeholders across the Commonwealth.
The Part-Time Contract Data Analyst collects, cleans, and interprets complex datasets to uncover trends and patterns that support the agency’s goals and programs. They will work with OVA staff to conduct quantitative and qualitive analysis to provide actionable insights required to inform the decision-making process and enhance services for veterans. This includes updating dashboards, creating data visualizations, pulling regular and impromptu reports, and maintaining data querying tools for users to get the information they require.
This is a part-time position that will not exceed 30 hours per week. The hourly wage for this position is $25 - $35 per hour based on experience. This is a 6-month contracted position with the potential for renewal.
Key Responsibilities include:
· Data Analysis:Clean, prepare and analyze disparate and complex data sets to identify benchmarks, trends, patterns, and insights. Employ statistical techniques and software to interpret data and produce comprehensive reports.
· Data Visualization and Reporting:Assist with the preparation and presenting of data analysis findings through dashboards, reports and presentations to stakeholders, including key decision-makers and external agencies.
· Data Management:Maintain and manage research databases, ensuring data accuracy, integrity, and security. Ensure compliance with relevant data protection regulations and agency policies. Propose tools and techniques to automate cyclical data capture. Assist in developing, deploying, and maintaining BI tools.
· Presentations: Prepare written and visual presentations that use text and graphics to summarize findings, draw conclusions, and make recommendations
Qualifications and Desired Skills:
· Experience or Education:At least one year of full-time or part-time professional or technical experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or two years of college-level classes towards a Bachelor's degree or equivalent degree with a focus in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field.
· Familiarity with Programming Languages:SQL for querying databases, Python or R preferred for data manipulation and analysis.
· Understanding Statistical Analysis:Understanding statistical concepts to interpret data accurately.
· Proficiency with Data visualization tools:Proficiency in software like Tableau, Power BI, or Excel to create compelling visuals.
· Critical Thinking:Ability to analyze data objectively and draw meaningful conclusions.
· Communication Skills:Ability to effectively communicate complex data insights to non-technical audiences.
Preferred Qualifications:
· Experience in information technology, cybersecurity, and project management.
· Strong analytical skills coupled with high attention to detail.
· Excellent writing skills.
· Ability to manage multiple activities and projects simultaneously.
· Ability to work independently and as part of a team.
· Commitment to serving the veteran community with integrity and respect.
Work Model and Business Hours:
The position is designed to run on a part-time basis Monday through Friday, except for holidays with a maximum compensated workday of up to 7.5 hours per day (up to 30 hours per week). A selected candidate’s exact schedule and work location may be set with the direct supervisor. No overtime and no weekend work will be required or permitted.
OVA currently operates under a hybrid work model. Under this model, OVA employees are currently required to work a minimum of one day per week (set by management) onsite at OVA’s office and may work remotely the remainder of the week at a location approved by their supervisor. The OVA office is located in Braintree, Massachusetts. OVA does not reimburse for employee travel to the office. An opportunity for limited travel for offsite meetings and events may also be provided and reimbursed as determined in advance.
This position will be a 6-month contract position with up to 30 hours per week of work needed. There is the potential for a contract extension after the initial contract period. This position is not eligible for benefits.
