Role description
Background Check Requirement
The individuals on the Consultantβs team who review types of data that may include Criminal Justice Information Systems (βCJISβ) information must be able to pass an MPD background check and have CJIS certification. Individuals on the Consultantβs team who are not reviewing types of data that may include CJIS information are not required to be CJIS certified.
Deliverables
1. Augmentation of MPD Data Analytics Staff
a. Assisting MPD analytic staff in developing and enhancing public dashboards.
b. Develop internal Settlement Agreement compliance progress dashboards.
c. Develop data quality queries and dashboards for data required for compliance with the Settlement Agreement and related police reform transparency and data reporting work as reflected in Attachment C (Settlement Agreement and Consent Decree Excerpts).
d. Monitor project status to assure compliance to the Settlement Agreement Data Plan, which includes the Accenture data assessment recommendations, per Settlement Agreement paragraph 363. The Data Plan is included as attachment D.
e. Develop auditing analytics to quantify data collection compliance, especially in areas with new policies.
f. Assist/mentor MPD analytic staff and develop, with City staff, public facing dashboards required by the Settlement Agreement paragraphs 377 through 381 including:
i. Use of Force
ii. Stops, search, citations and arrests
iii. Officer involved shooting reports and public dashboards.
g. Provide support documentation to MPD analytic staff
1. Governance implementation and mentoring
β’ Participate in Data/IT Governance meetings and assist in the implementation of structures and processes with the Governance Council Mentor
β’ MPD staff to become on-going members of the governance group
1. Provide recommendations to enhance MPDβs information analysis capabilities
1. a. Evaluate the current staffing level of the data analytics staffing level and organization structure with the MPD (specifically within the MPD Implementation Unit and broadly for the whole department)
1. b. Develop recommendations for MPD staffing levels, organizational structure, and staff up- skilling plans.
The candidate should have:
β’ At least 3 years of experience working with an agency implementing a police pattern-or-practice investigation consent decree or similar negotiated settlement.
β’ Knowledge of current public safety technology trends and systems.
β’ Proficiency in SQL Server, Tableau, data quality assessment, and data analytics projects.
