The Vermont Department of Public Safety – Fire Safety Division is seeking an experienced Data Engineer to support the migration of data from a legacy Records Management System (RMS) to a new RMS platform. The role focuses on data discovery, modeling, extraction, transformation, and preparation of legacy data for ingestion into the new system.The legacy RMS data resides in MySQL databases replicated to Microsoft SQL Server. Comprehensive schema documentation and data dictionaries are incomplete or unavailable, requiring strong analytical skills and experience working with undocumented or ambiguous data structures.The legacy system contains approximately 6 GB of structured data across 42 tables. The Data Engineer will work independently while collaborating with Agency IT staff, RMS vendors, and subject matter experts to ensure successful and timely data conversion. The target completion date for all data migration activities is February 12, 2026.Key Responsibilities
Analyze and reverse-engineer undocumented MySQL and MSSQL database schemas.
Perform data discovery, profiling, and validation across legacy RMS tables.
Design and document logical and physical data models for migration purposes.
Develop optimized, repeatable, and deterministic SQL queries to extract and transform large datasets.
Prepare structured data for ingestion into the new RMS in compliance with vendor-specific formats and validation rules.
Design and execute ETL processes to support full and incremental data migrations.
Process and migrate binary large objects (BLOBs), including PDFs and other unstructured data.
Support iterative test migrations and adjust SQL scripts, mappings, and transformation logic based on findings.
Identify data quality issues and recommend remediation strategies.
Collaborate with Agency IT staff, RMS vendor teams, and subject matter experts during technical discussions.
Produce clear, complete technical documentation suitable for long-term Agency maintenance.
Provide knowledge transfer to Agency personnel, including walkthroughs of queries, mappings, and ETL logic.
Communicate progress, risks, and timelines effectively with minimal supervision.
Required Technical Expertise
Advanced SQL, including complex SELECT statements, joins, subqueries, and transformation logic.
Strong experience with MySQL and Microsoft SQL Server, including database architecture and schema discovery.
Solid understanding of data modeling, normalization, and relational database design.
Proven ability to reverse-engineer undocumented or poorly documented schemas.
Hands-on experience with ETL methodologies and preparing data for third-party system ingestion.
Experience processing and migrating BLOBs, PDFs, and unstructured data.
Strong analytical, problem-solving, and technical documentation skills.
Ability to interpret incomplete, ambiguous, or legacy data structures.
Preferred Qualifications
Experience working with public safety RMS, case management systems, or similarly complex relational data environments.
Prior experience supporting data migrations for government or public-sector agencies.
Familiarity with RMS vendor ingestion frameworks and validation processes.
