Role description
Contract to hire| Hybrid – 2-3 days in Philadelphia, PA 19113
Data Governance & Quality Consultant
We are seeking a highly analytical and process-driven Data Governance & quality consultant to spearhead the integrity and usability of our enterprise data assets. This is a hybrid role that demands a unique blend of technical data profiling expertise and strategic policy oversight.
The ideal candidate will be a Collibra power user who views data governance not just as a set of rules, but as a technical framework for ensuring "high-fidelity" data across the organization. You will be responsible for the end-to-end data lifecycle—from defining metadata standards to building automated quality dashboards and leading our Stewardship/quality ceremonies.
Job Functions:
Data Governance Strategy
• Collibra Stewardship: Act as the primary administrator for the Collibra Data Intelligence Cloud, managing the Business Glossary, Data Catalog, and Lineage.
• Council facilitator: Facilitate the Data Governance Council meetings, translating technical DQ findings into actionable business decisions for executive stakeholders.
• Policy & Ethics: Draft and enforce data usage policies, ensuring compliance with relevant regulations (GDPR, HIPAA, etc.) and internal risk management standards.
• Change Management: Act as a diplomat between IT and Business units to foster a "quality-first" data culture.
Data Quality Strategy
• DQ Automation: Design and implement automated data quality rules and monitoring within the Collibra Data Quality & Observability module.
• Profiling & Remediation: Conduct deep-dive data profiling to identify anomalies, duplicates, and inconsistencies. Work directly with technical teams to resolve root-cause issues in data pipelines.
• Metric Development: Establish and track DQ KPIs (Accuracy, Completeness, Consistency, Timeliness, Validity, and Uniqueness) for critical data domains.
• Standardization: Manage the reconciliation of legacy data into standardized canonical models, ensuring vendor and internal data alignment (e.g., NPI or provider data reconciliation).
Qualifications:
• Experience: 10+ years in Data Management, Data Quality, or Data Governance - healthcare industry is a must.
• Platform Expertise: 4+ years of hands-on experience with Collibra (Data Catalog & Governance, and Data Quality/OwlDQ).
• Experience in healthcare payer domain (claims, eligibility, provider data, etc.).
• Familiarity with data governance, compliance, and security standards in healthcare.
• Technical Toolkit: Advanced SQL skills are mandatory. Experience with data visualization tools (Tableau, Power BI) and a solid understanding of ETL/ELT architecture
• Hands-on experience with:
• Collibra Data Quality (rule creation, workflows, dashboards) or any other DQ tools
• Azure Data Services (Data Lake, Data Factory)
• Databricks (Spark, Delta Lake, notebooks)
• Communication: Ability to explain complex technical data issues to non-technical stakeholders and influence senior leadership.
• Strong documentation, communication, and problem‑solving skills.
• Bachelor’s degree or equivalent experience
