Role description
Data Governance Analyst | What Works Cities Certification (Contract)
We are seeking a Data Governance Analyst to support the Data Governance and Compliance Manager in establishing a data governance framework, managing day-to-day program operations, and leading certification efforts for the What Works Cities (WWC) Certification Program powered by Bloomberg Philanthropies.
This contract role plays a critical part in achieving Silver, Gold, and Platinum WWC Certifications within an 18–24 month period.
What You Will Do
What Works Cities Certification
• Lead completion of all WWC assessment stages and dashboard submissions
• Coordinate with Results for America and technical assistance partners
• Track, upload, and maintain required evidence and artifacts
• Prepare documentation for milestone reviews, check-ins, and final submissions
Data Governance Program Support
• Work closely with the Data Governance and Compliance Manager to assess current practices and identify gaps
• Support development of governance artifacts including policies, standards, stewardship models, and incident response protocols
• Assist with audit preparation and compliance documentation
Program Management and Reporting
• Establish and maintain a program tracking structure separate from the WWC dashboard
• Create standardized reporting templates, dashboards, and executive-ready updates
• Deliver monthly updates and quarterly governance status reports
Training and Change Management
• Support development of data governance training materials and curriculum
• Assist with delivery of internal training sessions
• Create internal communications to promote adoption of data-driven practices
• Support change management strategies that reinforce data-informed decision making
Systems and Tools
• Assist with identifying workflow, dashboard, and integration enhancements to support analytics and performance monitoring
What Success Looks Like
• WWC Silver Certification achieved within 6–8 months or a documented assessment delivered within 90 days
• Accurate, timely completion of all dashboard submissions and milestones
• Clear progress tracking and consistent stakeholder communication
• Increased adoption of data governance practices across departments
Required Qualifications
• Experience supporting data governance, compliance, or data management programs
• Experience managing structured assessments, certifications, or maturity frameworks
• Strong program management and documentation skills
• Ability to work cross-functionally to gather data and documentation
• Strong written and verbal communication skills
Preferred Qualifications
• Experience in public sector or municipal environments
• Familiarity with What Works Cities or Results for America frameworks
• Experience with dashboards, reporting tools, or governance tracking systems
• Background in change management or organizational transformation
