

Data Warehouse Architect
Job Details:
Position: Data Warehouse Architect/ ETL
Location: Tallahassee, FL, 32301 (Onsite)
Duration: 12+ Months contract with possibility of extension
Scope of Services:
INTERVIEW= Onsite / Virtual
JOB TYPE= Onsite
Required consultant experience provided by Contractor, shall include:
• 10 years of experience in data warehouse architecture, design, and implementation.
• 5 years of experience with Snowflake data warehouse, including setting up and managing Snowflake environments.
• 3 years of experience with no/low code ETL tools/platforms (e.g., Matillion, Talend, Informatica), including setting up connectivity from data sources and Snowflake.
• Strong experience with data integration, data quality, and data governance.
• Strong experience with relational databases, SQL, and data modeling.
• Extensive experience working collaboratively with business analysts, developers, network engineers, and non-technical end users related to data warehousing.
Preferred Experience/Skills:
• Excellent skills in communicating technical information to non-technical resources.
• Excellent troubleshooting skills.
• Excellent interpersonal, communication, and collaboration skills.
• Strong analytical and problem-solving skills.
• Detail-oriented, ability to switch tasks, ability to self-direct and prioritize tasks.
• Experience researching and investigating problems to develop viable solutions, report findings, and provide clear and effective recommendations.
• Experience in building data warehouse solutions within a hybrid (on-prem and cloud) network architecture.

• Experience developing functional and technical specifications, design flow, and system blueprints.
• Experience with Microsoft Office 365.
• Ability to plan, organize and document IT solutions.
• Ability to plan, organize and coordinate IT work assignments with other technical resources.

Education/Certifications:
Bachelor's degree in Computer Science, Information Technology, Data Science, or related field. Master's degree preferred.
The Property Tax Oversight (PTO) program within the Florida Department seeks a Data Warehouse Architect to design, implement, and manage a Snowflake data warehouse and low-code ETL pipelines from existing database systems. The goal is to optimize data storage, improve data accessibility, and enhance analytical capabilities to support PTO functions.
The Database Administrator Architect position will provide consulting services in support of the creation of a Data Warehouse for the Property Tax Oversight Program.
- Data Warehouse Design and Implementation:
o Design and develop a scalable, secure, and efficient Snowflake data warehouse architecture.
o Define data models and schemas to meet the business and technical requirements of the project.
o Implement flexible strategies to meet current and future data warehousing needs.
o Define backup and disaster recovery strategies to ensure business continuity.
o Define cost optimization strategies and resource monitors to ensure efficient use of Snowflake's pay-per-use model.
o Define performance tuning strategies, including query optimization, result caching, and clustering.
- ETL Selection and Implementation:
o Aid in the selection and implementation of a no/low code ETL platform/tool.
o Ensure solution provides data quality, consistency, and integrity throughout the ETL process.
o Optimize ETL processes for performance and reliability.
o Create approach to migrate data sets in batches based on the specific need.
- Analytics Integration:
o Work with IT resources to create and configure virtual desktops in existing Azure Commercial architecture to be used by data scientists to run advanced analytics against the data warehouse using tools (i.e. SPSS) and query languages (i.e. R, Python).
o Integrate Power BI instance with Snowflake data warehouse.
- Data Integration and Management:
o Interface with, create solution documentation for, and adapt architecture based on input from IT security, network, enterprise architecture, database, application development, and other technical teams.
o Integrate solutions to provide for ingestion of data from various sources, including relational databases (Microsoft SQL & Oracle) and flat files.
o Monitor, troubleshoot, resolve, and document data integration and ETL pipeline issues.
o Develop and maintain documentation, including data dictionaries, flow diagrams, and architecture diagrams.
- Security:
o Work with vendor(s) and technical staff to implement security considerations into the overall product.
o Ensure all components of the overall solution comply with data governance, security, and privacy policies.
o Architect role-based access control (RBAC) using single sign-on (SSO) using Azure Entra ID and multi-factor authentication (MFA) using Cisco Duo in all components of the solution.
o Ensure solutions provide required levels of encryption.
o Enable activity monitoring in support of an incident detection and response. Work with IT security to document response capabilities and plans.
o Ensure compliance with related regulations and standards found in Florida Administrative Code 60GG-2, Florida Statutes, NIST, and IRS Publication 1075.
- Collaboration and Support:
o Work closely with business stakeholders, data analysts, and IT teams to gather requirements and provide technical solutions.
o Provide training, support, and documentation to end-users and technical teams to provide for long- term ongoing maintenance and support of the solutions.
o Regularly interface with and provide status updates to other project resources including project manager, business analysts, data warehouse analyst, and key stakeholders.
o Work diligently to ensure completion of project goals by the end of the project.
