Roles/Responsibilities: General Characteristics Supports the user community in the use of business intelligence tools to query files and databases for report outputs. Assists customers in use of OLAP tools, extracts and collects data for performing queries and writing reports. Reviews queries for performance issues, making changes as needed. Participates in the design and development of reports, as well as creation of user documentation. Monitors customer usage, upgrades enterprise-wide OLAP query and reporting tools, monitors batch queries and ensures interoperability and security of various front-end components. Maintains meta data coordination and supports production system. Needed knowledge includes process and data modeling and data architectural development methodologies. Complexity Provides support for user community. Works on one or more projects as a project team member. Functions, relatively independent, under direction of senior professionals, supervisors, or managers. Core Competencies • Economic Analysis & Labor Market Research • Ability to apply economic theories and quantitative methods to analyze workforce trends, employment patterns, and labor market dynamics. • Expertise in interpreting economic indicators and their implications for workforce development policy. • Data Analytics & Statistical Modeling • Proficiency in advanced statistical techniques, econometrics, and predictive modeling. • Skilled in using large datasets to identify trends, forecast employment needs, and evaluate program effectiveness. • Policy Evaluation & Impact Assessment • Competence in assessing the economic impact of workforce development programs and policies. • Ability to provide evidence-based recommendations to inform decision-making. • Technical Communication & Reporting • Strong ability to translate complex economic data into clear, actionable insights for policymakers, stakeholders, and the public. • Skilled in preparing technical reports, dashboards, and presentations. • Project Management & Collaboration • Ability to manage research projects from design to completion, ensuring accuracy and timeliness. • Effective collaboration with state agencies, educational institutions, and industry partners. Mandatory Skills: • Education / Experience • Associate or bachelor's degree (or technical institute degree/certificate) in: • Computer Science • Information Systems • Or related field • Equivalent work experience, defined as: • • Minimum 7 years of IT experience, including: • 5 years of experience in business intelligence tools and systems, and/or • 5 years of experience with economic and/or statistical analysis • Business Intelligence & Data • BI tools for querying databases and producing reports • OLAP tools • Data extraction, collection, and query optimization • Metadata management • Database management • Economic & Statistical Capability • Economic analysis and labor market research • Statistical analysis and modeling • Longitudinal data analysis • Economic impact and cost-benefit analysis • Technical Tools • Statistical software (e.g., R, SAS, Stata, Python) • Data visualization tools • Compliance & Eligibility • Eligibility to work in the U.S. and compliance with E-Verify • Ability to meet Florida public-sector contracting restrictions and certifications Desirable Skills: • Knowledge • Principles of microeconomics, macroeconomics, and labor economics. • Knowledge of the policies established in the Workforce Innovation and Opportunity Act (WIOA). • Knowledge of Florida's implementation of WIOA and related workforce policy, including the 2021 Reimagining Education and Career Help (REACH) Act. • Survey design and sampling methodologies. • Skills • Advanced quantitative and qualitative research skills. • Data cleaning, integration, and analysis using large administrative datasets. • Econometric modeling and forecasting. • Technical writing and presentation skills for diverse audiences. • Proficiency in database management and data visualization. • Abilities • Interpret and synthesize complex economic data for policy development. • Communicate findings effectively to non-technical stakeholders. • Work independently and collaboratively on multidisciplinary teams. • Adapt research approaches to emerging workforce trends and policy priorities. • Maintain accuracy and integrity in data analysis under tight deadlines.
