This is a hybrid contract role. (The work is expected to be done mostly remote with the ability to work onsite as requested with notice). W2 candidates are preferred; however, we are open to engaging subcontractors with local resources who are physically located in the Twin Cities, MN and able to work onsite at the client’s location.
About the Opportunity
VALERE is seeking an Enterprise Technical Business Analyst to support our government client in performing deep technical assessments across their application landscape. This work is critical to modernizing and standardizing our client's application portfolio through a comprehensive inventory of current-state technologies used by both custom-built and commercial applications, including those hosted in the cloud.

What You'll Do
• Conduct comprehensive technical assessments of all applications (custom, commercial, workstation, server, and cloud-hosted)
• Document technologies including development tools, programming languages, frameworks, components, and versioning details
• Collaborate with the client division's IT team, technical staff, leadership, and business partners across the agency
• Translate technical findings into accessible documentation and ensure knowledge transfer to state staff
• Manage tasks in an Agile development environment, including planning, scheduling, and reporting
• Surface risks and partner with stakeholders to ensure timely resolution and delivery
• Deliver maintainable documentation that supports long-term application portfolio management
What You Bring
Required Skills
• Proven experience performing technical assessments of enterprise applications across diverse environments
• Expertise in Agile project delivery and technical documentation
• Deep technical understanding of application architecture, programming languages (.NET, Java, C#), and development frameworks
• Proficiency in SQL and data query tools
• Familiarity with tools such as Azure DevOps, GitHub, Visual Studio
• Strong communication skills with the ability to present complex technical data in simple terms
• Knowledge of application design standards, accessibility (WCAG), and SDLC best practices
• Experience working with CI/CD pipelines and modern deployment practices
• Ability to work independently and collaboratively across technical teams
Required Education
• Bachelor’s degree in Computer Science, Information Technology, or a related field (or equivalent experience)
Preferred Certifications (not required)
• Agile, Scrum, or SAFe certification
• Microsoft Azure certifications
• Business Analysis or ITIL certification
Pay Rate: This is a contract role with an hourly rate range of $80–$90/hr. Your specific rate will depend on your qualifications, education, certifications, location, and how well your experience aligns with the client's requirements.
