Role description
Role Overview
This role supports modernization and optimization efforts within DPH’s Administrative and Financial systems, particularly within the SAP (SCEIS ECC) environment. The Business Analyst – Project Lead will analyze HR and Finance business processes, identify opportunities for improvement, lead system enhancements, and support integration, documentation, and training initiatives.
The position requires strong collaboration with HR, IT, and Finance departments to align system capabilities with business needs and ensure compliance with state and federal requirements.
Key Responsibilities
• Analyze and document business and system processes; recommend improvements using SAP functionalities.
• Conduct system validation, testing (UAT, integration, regression), and support production rollouts.
• Create user guides, SOPs, and maintain training and process documentation.
• Generate and maintain reports/dashboards using Excel and Power BI.
• Coordinate with HR, IT, and Finance teams to ensure system alignment and data integrity.
• Manage project documentation, scheduling, risk tracking, and communications.
• Maintain SharePoint content and adhere to state IT and security standards (NIST 800-53, FISMA).
Required Skills
• Business and system process analysis using structured methodologies.
• Experience with HRIS systems.
• Knowledge of state HR/payroll, data privacy (HIPAA, FLSA), and compliance frameworks.
• Strong technical documentation and user guide creation skills.
• Expertise in reporting and data visualization.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and collaboration tools (SharePoint, Teams, OneDrive).
Preferred Skills
• Experience with SAP SuccessFactors.
• Familiarity with information security best practices.
• Excellent written and verbal communication skills.
• Understanding of IT development and implementation projects.
