Information Technology Business Analyst II

PRIMARY PURPOSE: Community Choice Aggregation programs (CCAs) are a rapidly growing segment of the electricity market; they are formed by local governments to supply electricity and related services to customers in their geographic area in place of the incumbent utility. CCAs require a broad and complex range of back office systems, operations and data to enable startup and management of their program. The CCE Team needs a versatile developer who can handle software development, data management and create scalable APIs for data delivery. Assists the business teams with troubleshooting problems occurring in applications, databases and data delivery. Participate in solution design processes to meet evolving requirements of the business. Support the business with solution enhancements and upgrades, configuration changes, and other requests for support. RESPONSIBILITIES/ACCOUNTABILITIES: • Provide development support for maintenance and enhancement of applications • Develop solutions to deliver data at scale using APIs • Provide query optimizations and performance fine tuning. • Have working knowledge of DevOps and CI/CD processes. • Develop technical documentation. • Provide post implementation support of user questions and fine-tuning of applications • Maintain communications with management and users during development or maintenance cycle QUALIFICATIONS: • Education –Undergraduate degree in information systems, computer science, other technical/science degree, or equivalent work experience and technical training is required. • Experience –Proficient in C#. • 3+ years of experience in developing APIs • 3+ years of experience with SQL and query optimization. • Basic knowledge in Database design. • Demonstrated ability to rapidly learn new languages and technologies. • Knowledge and experience with the Microsoft Azure cloud platform preferred, including Azure SQL servers/ Azure Functions/ Azure API Management. • Equivalent knowledge on another major cloud platform will be considered. • Skills/Knowledge/Abilities –Strong technical knowledge, with hands-on experience in designing and maintaining and optimizing SQL servers with high volumes of data and/or data warehouse • Ability to handle multiple projects at the same time. • Ability to work with minimal supervision • Demonstrates the ability to propose and implement effective solutions to problems • Ability to rapidly learn new languages and technologies and adapt to the needs of the rapidly changing needs of the business. • Physical Requirements - Sitting and standing for long periods of time. Shan’s Skills/Deal Breakers: Strong experience in Power BI, DAX, Power Query, Data Flow, T-SQL, SSIS for at least 3+ years (deal breakers) The candidate should have strong communication skills, be able to efficiently manage changing priorities C#, TypeScript, R, Python, .NET, Web API, Angular JS, DevOps, Azure Synapse (nice to have) Summary of what they will be working on: The candidate will primarily be responsible for development of power BI visuals/charts, data modeling, complex data manipulation using various tools (like DAX, Power Query and SQL), consolidation and transformation of data from disparate sources (like excel, database, Web API, text files) within Power BI, database modeling, build ETL processes using SSIS, data analysis and validations, documentation of technical artifacts like process workflows, test cases and use cases.
