Information Technology Business Analyst

Job Title: IT Business Analyst Location: Richmond VA Duration: 6 months possible to extend Mode of work : Onsite Mode of Interview: In person Description: Candidates must be able to interview and work on site. Local candidates are preferred for this role. Candidate will be required to come onsite to pick up equipment and for occasional training. The primary objective of the Information Technology Unit is to deliver quality Application Development and Support and Web services through effective systems architecting and planning, project initiation, business analysis, requirements definition, systems design, systems development, systems implementation, on-going maintenance and enhancement, effective problem identification and resolution, production service and support, and systems administration support tasks to ensure computer applications will assist in achieving its day-to-day mission. Purpose of Position: • Ensures compliance with the project management standards and procedures for development, enhancement, and deployment of applications developed or procured by ITU to deliver services that satisfy user requirements and ITU established standards; • provides project planning and management, • ensures production of quality deliverables through the coordination of requirements to test output, • develops detailed knowledge and functional area expertise of business processes for supported DOC units; • participates in teams and maintains positive, professional relationships with colleagues and customers; • demonstrates initiative, timeliness, self-professional development, Skills and Experience • Expert and applied skill in negotiation, facilitation, and consensus building • Demonstrated skill in requirements solicitation techniques • Professional oral and written communications skills • Project management experience • Extensive experience managing/collaborating to complete IT projects • Prefer working knowledge of a variety of Systems Development Life Cycle (SDLC) processes including Waterfall, Agile, and Iterative • Considerable experience, knowledge and understanding of a variety of technologies including .NET, c#, Microsoft SQL Server, ETL, PowerApps, Business Objects, relational databases, hardware, telecommunications, messaging, network protocols, CRM • Prefer experience, knowledge and understanding with web application development/GUI development, reporting, data movement (Batch, Web Services), reporting, data warehousing • Prefer experience with data analysis, data profiling, mapping and validation • Prefer bachelor’s degree from an accredited college or university with major coursework in Information Technology or a related field or equivalent training or experience Job Description 1. Project Management, Planning and Analysis: • Assist in the planning of changes to systems and implementation of new systems. • Analyze client Policies and Procedure to identify agency needs related to systems. • Elicit and document technical and business requirements. • Evaluate the impact of system changes on client Policy. • Manage expectations of change sponsors and stakeholders. • Serve as a liaison between users, ITU and vendors. 1. System Testing: • Assess, test and report on system application and enhancements. • Create test schedules and strategies in accordance with project scope and delivery dates. • Analyze impact of testing defects and recommend corrective action to stakeholders and software vendor. • Test system applications to identify defects (regression testing), and tests system enhancements to ensure agency needs are met. 1. System Deployment: • Execute program enhancements. • Coordinate project release communication to all stakeholders, their contingency plans and conduct release meetings with key stakeholders. 1. Collaboration: • Partner with internal and external resources. • Work with other leadership teams to identify and resolve cross-divisional issues. 1. Training • Provide training to end users. • Assess training needs based on user knowledge and system applications. • Implement and evaluate training materials to ensure staff can independently use the system. Must have: • 5+ years of experience in negotiation, facilitation, and consensus building • 5+ years of experience in requirements elicitation and solicitation techniques • 5+ years of experience demonstrating strong oral and written communication skills • 5+ years of experience in Project management • 5+ years of experience working with SDLC methodologies, including Waterfall, Agile, and Iterative approaches • Familiarity with .NET, C#, Microsoft SQL Server, ETL processes, and BizTalk is a plus • Exposure to MicroStrategy, relational databases, hardware, and telecommunications is a plus • Knowledge of messaging systems, network protocols, and Microsoft Dynamics is preferred • Experience with web/GUI development, reporting, data movement, and data warehousing is desirable • Understanding of data analysis, data profiling, mapping, and validation techniques is beneficial • Bachelor’s degree in Information Technology or a related field (or equivalent experience) preferred About Us At Radiant Digital, we provide IT solutions and consulting services to help government agencies and businesses in the USA, Canada, the Middle East, and Southeast Asia.
