Role description
BIICS, Inc is looking to fill a Sr. Data Architect position. The position is located in Tallahassee, Florida and work is onsite. Responsibilities: 1. Current State Assessment: Review existing systems to identify any data silos, schema inconsistencies and governance gaps. Engage stakeholders to gather and document their integration needs Analyze and verify existing data models to assess impacts related to implementation of a modern data model. Evaluate the existing data models for dependencies and assess the scope of necessary changes. Conduct impact analysis on reporting and application usage of data models to ensure business outcomes are not disrupted. 1. Framework Design and Architecture: Define the enterprise data architecture strategy, including canonical models, application programming interfaces (APIs), and ontologies. Map integration points across AZURE, Snowflake, Informatica, and PostgreSQL. Develop conceptual, logical, and physical data models for key domains (e.g. financial, roadway characteristic, and work program administration). Provide a comprehensive re-design of data models for various enterprise domains. Ensure that the redesigned canonical data models are scalable, robust, and aligned with best practices in data management, supporting both current and future business needs. Ensure spatial data integration with GIS systems. 1. Data Governance and Quality: Implement established governance structure, meta data standards, and stewardship roles. Design and implement data quality measures to ensure the timeliness, accuracy, and completeness of production data on a scheduled basis, including nightly, hourly, or less frequent intervals as needed. Collaborate with development teams to automate and streamline ETL processes to support efficient data flow and integration. Create metadata standards, lineage tracking, and stewardship roles that compliment existing roles defined in Informatica and Snowflake. 1. Data Integration and Interoperability: Build ETL/ELT pipelines and real-time streaming solutions with a unified structure for ingestion and exchange for enterprise datasets Ensure consistent identifiers enterprise Application. Enable data exchange across internal systems and with external systems Implement Orchestration using Informatica/AZURE Data Factory or Snowflake. Design RESTful endpoints for spatial and engineering data. 1. Technical Leadership and Strategic Support: Collaborate with Transportation Technology leaders to develop tactical strategies for the planning, design, implementation, and maintenance of enterprise data integration initiatives. Provide guidance on high-level design choices and technical standards, including software coding standards, tools, and platforms. Act as an internal consultant, mentor, and advocate to team members, support ongoing improvements, and change management initiatives across the Client’s computing assets. 1. Deliverables: Technical Memorandum outlining the current state assessment on Client data models for financial and roadway characteristic domains. Data models, data schemas, architecture diagrams, data dictionaries and API specs that are needed for the framework to integrate financial and roadway characteristic data. Technical Memorandum containing documentation on data quality measures and ETL process enhancements. Governance Framework and Metadata standards. Implementation Roadmap with defined phases, milestones, and deliverables. An implementation-playbook and training materials Consistent updates and presentations to stakeholders on project progress and key insights. Potential candidate must possess the following: 1. Experience Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree. A minimum of 7 years of experience with large and complex database management systems. A minimum of 7 years of experience as a data architect or senior data analyst, with extensive experience in designing, implementing, and maintaining data models and ETL processes. 10+ years of broad experience working with database management systems (such as Oracle, SQL Server, or DB2) and data integration tools. Strong background in financial data systems, including data modeling, data governance, and data quality management. Proven experience with ETL tools, data warehousing, and automation of data processes to ensure accuracy, timeliness, and completeness of data. Experience in data visualization and reporting best practices, with familiarity with tools like Power BI, Tableau, or similar platforms. Familiarity with cloud-based data integration solutions, such as Azure or Snowflake. Preferred: Experience with DB2 systems. Experience with Informatica or other modern data integration platforms. Strong analytical skills and the ability to translate business requirements into technical specifications. Excellent communication and collaboration skills, capable of working effectively with technical and non-technical stakeholders. 1. Knowledge: Familiarity with financial management Work Program Application (WPA), RCI LRS, RCI/TCI, and Pavement Systems In-depth understanding of data modeling principles, including relational and dimensional modeling techniques, canonical models, schema design, and integration patterns Familiarity with the Florida PALM system or similar state or federal financial management systems. Proficiency in database management systems (DBMS) such as Microsoft SQL Server and DB2. Comprehensive understanding of ETL processes and data integration tools like Informatica, Snowflake, or Microsoft SSIS. Proficiency with AZURE, Snowflake, Informatica, PostgreSQL, and cloud-first strategies. Understanding of data pipelines, batch vs. real-time integration, and API-driven architectures. Knowledge of spatial data concepts and event segmentation Familiarity with data quality management practices, data governance frameworks, and best practices. Knowledge of role-based access, encryption, and FDOT security standards. Knowledge of data visualization tools (e.g., Power BI) and reporting best practices. Understanding of data security, privacy regulations, and compliance requirements. 1. Abilities: Ability to lead and mentor technical teams, providing guidance on best practices in data architecture, integration, and quality management. Ability to conduct detailed analysis of existing systems and identify opportunities for optimization and modernization. Capability to develop comprehensive data models and ETL processes that align with business requirements and organizational goals. Ability to translate user requirements into technical specifications and scalable data solutions. Ability to integrate research, trends, and industry best practices into continuous improvement efforts. Ability to communicate effectively with stakeholders at all levels, ensuring alignment between technical solutions and business needs. Ability to adapt to changing requirements and priorities, maintaining a focus on quality and project deadlines. Strong organizational skills and attention to detail, with the ability to document data architecture, processes, and standards.
