Role description

Who We’re Looking For:

We are seeking an experienced Technical Lead to spearhead the design, development, and modernization of the Michigan Disease Surveillance System (MDSS)—a mission-critical platform supporting communicable disease surveillance, case management, and public health registries. This role requires a deep understanding of cloud infrastructure, data engineering, and agile software development practices to ensure the system’s scalability, security, and performance.

The ideal candidate will have strong leadership skills, a solid background in data architecture, and hands-on experience in building end-to-end data solutions using AWS, Databricks, and modern software engineering best practices.

Residence in the Greater Lansing, Michigan area required!

Key Responsibilities:

Lead the architecture and development of scalable, high-performance solutions leveraging AWS cloud services.

Design, develop, and maintain ETL pipelines and data workflows using Databricks and other modern tools.

Write efficient and maintainable code in Python and/or Scala.

Integrate and manage Elasticsearch and Kibana for real-time data access and visualization.

Ensure data integrity, governance, and quality across the platform.

Implement and manage data warehouses, visualization tools, and complex database systems.

Utilize Oracle databases and develop optimized stored procedures, functions, and data models.

Drive the full Software Development Life Cycle (SDLC) from requirements gathering to production deployment.

Lead technical documentation efforts, including software design documents, diagrams, and flowcharts.

Leverage GIT for version control and Azure DevOps for CI/CD automation.

Apply CMM/CMMI Level 3 standards and Agile methodologies including test-driven development (TDD).

Mentor junior developers and ensure adherence to engineering best practices.

Support and enhance Electronic Health Record (EHR) integrations, including HL7 interfaces.

Required Skills and Experience:

12+ years of experience in developing complex database-driven applications.

8+ years of hands-on experience with Databricks, Elasticsearch/Kibana, and Python and/or Scala.

8+ years working with Oracle and relational databases.

5+ years of experience building ETL processes and modern data pipelines.

Strong knowledge of AWS cloud services and infrastructure.

Deep understanding of data warehousing, visualization, and data integrity practices.

Experience with CMM/CMMI Level 3 development environments.

Proficient in Agile/Scrum, TDD, and cross-functional team collaboration.

Experience implementing and managing CI/CD pipelines using Azure DevOps.

Familiarity with EHR systems and HL7 standards is highly preferred.

Bachelor's or Master’s degree in Computer Science, Engineering, or related field.

Certifications in AWS, Databricks, or Agile methodologies are a plus.

Public sector or healthcare IT experience, especially in public health or surveillance systems.
