Senior Master Data Management Administrator/Developer Contract | Start: 09/01/2026 | End: 08/31/2027 | Up to 2,008 hours Location: Austin, TX 78751 | Onsite | Local candidates only Position Overview Seeking a Senior Master Data Management Administrator/Developer to support an Enterprise Information Management (EIM) initiative under the Performance Management & Analytics System (PMAS). This role serves as a critical liaison between technical IT teams and non-technical program staff, helping master complex member and provider data sources, define identity crosswalks, and support integrated analytics and strategic decision-making. The ideal candidate has strong MDM and SQL skills, deep experience with HHS data domains, strong data profiling capabilities, and excellent communication skills to bridge technical systems and operational users. Key Responsibilities Strategic Liaison and Translation • Work with program areas, sponsors, and system SMEs to understand member and provider data domains and identity issues. • Explain technical findings and data limitations in simple, non-technical language to end-users and leadership. Data Reporting and Visualization • Extract, integrate, and analyze member and provider identity data from multiple internal and external sources. • Collaborate with end-users and performance analysts to create visualizations for member and provider profiles. • Validate AI outputs, identify hallucinations, and ensure data identity outputs follow agency standards, governance, and compliance requirements. Data Literacy and Training • Develop and conduct training sessions for non-technical staff on master data concepts and data usage. • Create documentation and tutorials for data integrations and master data usage. • Promote a data-driven culture and support effective use of master data tools and AI. Collaboration and Problem-Solving • Work with data engineering, IT, and program teams to troubleshoot data identity issues and inconsistencies. • Provide guidance on interpreting identity trends and answering complex identity questions. • Stay current on AI and data identity tools to improve integration, quality, and reporting. AI Prompting and Data Synthesis • Develop and refine AI prompts and query strategies to retrieve and synthesize data accurately. • Help non-technical users craft precise prompts for data needs. • Build a library of standardized prompts and query templates for common identity and reporting tasks. Required Qualifications • 12 years: Experience with Informatica PowerCenter. • 10 years: Experience gathering business requirements and translating complex identity resolution and operational requirements into actionable access paths. • 10 years: Experience with MDM tools such as Informatica MDM. • 8 years: Experience explaining technical findings and data limitations in simple, non-technical language. • 8 years: Strong SQL experience for data identification, profiling, and manipulation. • 8 years: Experience collaborating with end-users and performance analysts to validate client/member identification strategies. • 8 years: Excellent communication, presentation, and interpersonal skills. Preferred Qualifications • 5 years: Experience with Business Intelligence / Data Warehouse. • 5 years: Experience with Informatica IICS. • 4 years: Experience in health and human services or a similarly regulated environment. • 4 years: Experience with data governance and data quality principles. • 3 years: Experience serving as the primary point of contact for MDM needs on analytics projects. • 2 years: Experience championing MDM across an organization. • 1 year: Experience with AI prompt development. Work Schedule and Location • Normal business hours: Monday through Friday, 8:00 AM to 5:00 PM, excluding state holidays. • Primary work location: 4601 W. Guadalupe, Austin, TX 78751. • Position is onsite only; no remote work. • Local candidates only; candidates must already reside in Texas and be local to Austin. • Travel, per diem, parking, and living expenses are the responsibility of the worker/vendor. • Overtime or work outside normal hours may be required with prior approval.
