β’ Overview:
We are seeking a Medicaid Proof-of-Concept Business Analyst. In this role, the professional will lead and facilitate proof-of-concept (POC) activities focused on re-platforming an existing legacy system function into clientβs Amazon Web Services (AWS) environment. The position will be responsible for scoping, planning, and analyzing POC objectives, coordinating vendor participation, and ensuring system requirements align with modernization goals. The ideal candidate will bring deep expertise in Medicaid systems, business analysis, and legacy-to-cloud modernization, with the ability to translate complex technical and business requirements into actionable solutions.
Duties
β’ Plan, scope, and facilitate proof-of-concept (POC) activities focused on re-platforming an existing legacy system function into the Department of Healthβs (DOH) Amazon Web Services (AWS) environment.
β’ Coordinate the process of identifying up to three potential code migration solution vendors for POC participation.
β’ Define POC use cases, objectives, and system functionality to ensure alignment with modernization goals.
β’ Identify and document the necessary legacy system database tables required to support the execution of modernized POC code.
β’ Analyze POC execution results, assess performance, and review outcomes to determine feasibility and effectiveness.
β’ Provide expert input and recommendations to support decision-making related to modernization strategies.
β’ Prepare and deliver weekly status updates, highlighting POC objectives, activities, and progress for stakeholder review.
Mandatory Qualifications
β’ 8+ years of experience in information technology business analysis, testing, or project management. Preferably this experience includes a combination of the following:
β’ Experience with COBOL and/or Java Code
β’ Experience with NYS Medicaid
β’ Experience with MES Claims System
β’ Experience with MES/MMIS
β’ 5+ years of experience managing requirements.
β’ 5+ years of experience preparing documents related to Business Process Reengineering (BPR), swim lane diagrams, process flows, etc.
β’ 5+ years of experience working with team size of five (5) or more staff.
β’ 4+ years of requirements management tool experience (e.g., Application Lifecycle Methodology (ALM)).
β’ PMI Professional in Business Analysis (PMI-PBA), International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP), or equivalent/higher certification.
β’ 6+ years of experience with business process models and/or use cases.
β’ Bachelorβs degree.
Desirable Qualifications:
β’ PMI Professional in Business Analysis (PMI-PBA), International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP), or equivalent/higher certification.
β’ Certifications and experience with process improvement techniques including Lean Six Sigma, Agile, PDCA cycles, and Kanban.
β’ Experience with rules Extraction
