Senior Financial Business Analyst

Job Title: Senior Business Analyst Location: Tallahassee FL Duration: 12 Months Background Florida PALM will replace Central, Payroll, and Departmental FLAIR systems, with a target go-live of July 1, 2026. FDOT has identified 1,500+ computing assets (applications, interfaces, databases, reports, and automated processes) that require remediation to align with Florida PALM standards, business process models, chart of accounts, and PeopleSoft-based solutions. Role Summary The Senior Business Analyst will support the FDOT PALM System Transition (FPST) by analyzing, documenting, and re-engineering financial and payroll-related business processes and supporting computing assets. The role involves fit-gap analysis, business process redesign, documentation, testing coordination, and stakeholder collaboration to ensure alignment with Florida PALM standards. Key Responsibilities • Minimum 5 years of experience in business process reengineering and documentation • Experience must be in a financial or accounting systems environment • Proven experience using business process and analysis tools to deliver successful outcomes • Analyze and document impacts to FDOT computing assets from Florida PALM business processes, chart of accounts, and PeopleSoft implementation • Produce business process diagrams, narratives, business requirements, functional specifications, and technical impact analyses • Perform fit-gap analysis to identify systems that can be decommissioned or replaced by Florida PALM functionality • Analyze payroll distribution, journal vouchering, financial planning, and related business processes • Define data inputs and outputs for systems interfacing with FLAIR and Florida PALM, including batch uploads, scripts, extracts, reports, and interfaces • Prepare functional specifications and business rules for system remediation and interface redevelopment • Support business process redesign and enterprise documentation efforts • Coordinate testing strategies, test scenarios, test plans, and User Acceptance Testing (UAT) • Assist with Florida PALM cycle testing and validate system performance with Central Office and District staff • Facilitate workshops to gather, prioritize, and document remediation requirements • Develop desk procedures detailing purpose, prerequisites, workflows, and narratives • Translate high-level business needs into detailed functional and technical documentation • Support Agile delivery by managing user stories, backlogs, and sprint activities • Participate in SCRUM ceremonies including stand-ups, sprint planning, and retrospectives • Present findings, schedules, and implementation plans to management and technical teams Functional & Technical Skills: • Financial management best practices and accounting systems • Business process analysis, documentation, and workflow modeling • Functional and technical requirements documentation • Relational database concepts and data modeling • Interface analysis, data conversion, data cleansing, and validation • Testing complex applications, including test plans and test environments • Preparing program specifications and feasibility studies • Knowledge of Agile and SCRUM methodologies • UML fundamentals and enterprise modeling tools • Experience with financial and accounting applications and external system interfaces • Exposure to mainframe systems and programming (preferred) Tools & Technologies • Microsoft Word, Excel, PowerPoint, and Visio (advanced proficiency) • Business process modeling and documentation tools • Agile backlog and sprint management tools Soft Skills & General Competencies • Strong written and verbal communication skills • Ability to present complex information to executive and technical audiences • Analytical and problem-solving mindset • Strong collaboration and stakeholder management skills • Customer-focused approach • Ability to adapt to change and work in a fast-paced environment • Leadership, teamwork, and mentoring capabilities • Six Sigma or similar business analysis / engineering certifications preferred • SCRUM Master or Product Owner certification preferred
