Job Title: Senior Business Analyst

Background
Florida PALM will replace Central, Payroll, and Departmental FLAIR systems, with a target go-live of July 1, 2026.
FDOT has identified 1,500+ computing assets (applications, interfaces, databases, reports, and automated processes) that require remediation to align with Florida PALM standards, business process models, chart of accounts, and PeopleSoft-based solutions.
Role Summary
The Senior Business Analyst will support the FDOT PALM System Transition (FPST) by analyzing, documenting, and re-engineering financial and payroll-related business processes and supporting computing assets. The role involves fit-gap analysis, business process redesign, documentation, testing coordination, and stakeholder collaboration to ensure alignment with Florida PALM standards.
Key Responsibilities
β’ Minimum 5 years of experience in business process reengineering and documentation
β’ Experience must be in a financial or accounting systems environment
β’ Proven experience using business process and analysis tools to deliver successful outcomes
β’ Analyze and document impacts to FDOT computing assets from Florida PALM business processes, chart of accounts, and PeopleSoft implementation
β’ Produce business process diagrams, narratives, business requirements, functional specifications, and technical impact analyses
β’ Perform fit-gap analysis to identify systems that can be decommissioned or replaced by Florida PALM functionality
β’ Analyze payroll distribution, journal vouchering, financial planning, and related business processes
β’ Define data inputs and outputs for systems interfacing with FLAIR and Florida PALM, including batch uploads, scripts, extracts, reports, and interfaces
β’ Prepare functional specifications and business rules for system remediation and interface redevelopment
β’ Support business process redesign and enterprise documentation efforts
β’ Coordinate testing strategies, test scenarios, test plans, and User Acceptance Testing (UAT)
β’ Assist with Florida PALM cycle testing and validate system performance with Central Office and District staff
β’ Facilitate workshops to gather, prioritize, and document remediation requirements
β’ Develop desk procedures detailing purpose, prerequisites, workflows, and narratives
β’ Translate high-level business needs into detailed functional and technical documentation
β’ Support Agile delivery by managing user stories, backlogs, and sprint activities
β’ Participate in SCRUM ceremonies including stand-ups, sprint planning, and retrospectives
β’ Present findings, schedules, and implementation plans to management and technical teams
Functional & Technical Skills:
β’ Financial management best practices and accounting systems
β’ Business process analysis, documentation, and workflow modeling
β’ Functional and technical requirements documentation
β’ Relational database concepts and data modeling
β’ Interface analysis, data conversion, data cleansing, and validation
β’ Testing complex applications, including test plans and test environments
β’ Preparing program specifications and feasibility studies
β’ Knowledge of Agile and SCRUM methodologies
β’ UML fundamentals and enterprise modeling tools
β’ Experience with financial and accounting applications and external system interfaces
β’ Exposure to mainframe systems and programming (preferred)
