Role description
We are seeking a highly experienced Senior Business Analyst with strong data analysis expertise to support a large-scale Medicaid systems modernization initiative. This role sits at the intersection of business analysis, data analysis, and enterprise system oversight, working closely with cross-functional IT teams and external vendors in a SAFe Agile environment.
The ideal candidate brings deep experience evaluating complex business systems, translating business needs into technical solutions, and supporting enterprise healthcare applicationsβparticularly Medicaid, CHIP, or MES platforms.
Key Responsibilities
β’ Review, analyze, and evaluate business systems, processes, and user needs
β’ Serve as a liaison between business stakeholders and IT teams (Architecture, Delivery, Sustainment, Vendors)
β’ Analyze raw and structured data to support requirements, reporting, and decision-making
β’ Lead requirements elicitation, documentation, validation, and traceability
β’ Support business process reengineering and identify technology-driven improvements
β’ Develop solution options including cost/benefit analysis, ROI, and buy vs. build assessments
β’ Create and maintain process flows, business process maps, and project documentation
β’ Provide project and product oversight for system enhancements and modernization efforts
β’ Support delivery oversight for application enhancements across multiple vendor-managed systems
β’ Act as an IT stakeholder for dependent initiatives across enterprise healthcare platforms
β’ Contribute within a SAFe Agile framework for ongoing enhancements and modernization work
Required Qualifications
β’ 8+ years of experience as a Senior Business Analyst working on complex enterprise systems
β’ Proven experience reviewing, analyzing, and evaluating business systems and user needs
β’ Strong background in business process reengineering and systems modernization
β’ Demonstrated ability to align system solutions with overall business strategy
β’ Experience working independently on complex, multi-stakeholder initiatives
β’ Excellent documentation, communication, and stakeholder management skills
Preferred Qualifications
β’ 3+ years working in an Agile / SAFe environment
β’ Experience with Texas Medicaid, CHIP, or Medicaid Enterprise Systems (MES)
β’ Familiarity with Texas HHSC processes
β’ Strong data analysis skills (analyzing raw data, supporting insights and requirements)
β’ PMP or project management experience (plus, not required)
Engagement Details
β’ Start Date: January 12, 2026

β’ Estimated Hours: Up to 1,350 total hours
β’ Engagement Type: Contract (with possible extension based on mutual agreement)
