Role description
Title: Senior Systems Integration Analyst - ONSITE
Department: Department of Housing and Community Affairs (DHCA)
Start Date: ASAP
Duration: One contractor for approximately 2000 hours with the option to extend.
Locals Preferred

Overview:
The Department of Housing and Community Affairs (DHCA) is advancing Phase IIb of its Housing Portal Initiative, which focuses on enhancing data integration and streamlining business processes across multiple housing programs to improve efficiency, service delivery, and transparency.
The Senior Systems Integration Analyst will play a key role in DHCA’s long-term data modernization strategy, enabling unified reporting, cross-program insights, and better operational performance. The position involves integrating approximately six distinct housing databases and multiple systems into a single unified platform.
Scope of Work:
The Senior Systems Integration Analyst will:
Analyze DHCA’s existing systems, workflows, and data structures to design integration solutions that improve interoperability and data accuracy.
Develop and implement data integration processes, including ETL, API-based data exchange, and backend system connectivity.
Support backend development using C# (.NET Framework / .NET Core) within a SQL Server environment.
Work with County teams to model business processes, design system architecture, and prepare detailed technical design documents and integration blueprints.
Develop Entity Relationship (ER) diagrams, requirements traceability matrices, system integration plans, and gap analysis reports.
Ensure all integration activities comply with County IT security, privacy, and compliance standards.
Use Azure DevOps and Agile methodologies for tracking, documentation, and delivery.
1. The Contractor will:
Perform all tasks outlined in this scope, including design, development, integration testing, and documentation.
Develop scripts, utilities, or proof-of-concept connectors to validate backend integration designs.
Deliver all required documentation including traceability matrices, ER models, integration plans, and technical design blueprints.
Provide ongoing technical guidance and participate in project meetings and knowledge transfer sessions.

Qualifications:
Proven experience as a Systems Analyst or Integration Analyst, preferably in government or housing-related projects.
Strong knowledge of data integration techniques, including ETL and API-based data exchange.
Proficiency in SQL and relational databases (SQL Server).
Programming experience with C# (.NET Framework / .NET Core) for backend development and integrations.
Familiarity with RESTful APIs, JSON/XML, and web services.
Experience with Azure DevOps, Agile methodologies, and SDLC processes.
Strong ability to document systems, create technical blueprints, and model business processes.
Excellent communication and stakeholder engagement skills.
Strong analytical and problem-solving abilities.
Experience with scripting languages such as Python, PowerShell, or JavaScript (preferred).
