Role description
Overview The Department of State's Office to Monitor and Combat Trafficking in Persons (TIP) leads U.S. efforts to address modern slavery worldwide by promoting justice for survivors, holding perpetrators accountable, and reducing vulnerability to exploitation. Through diplomacy, policy coordination, foreign assistance, and international partnerships, the office advances a comprehensive strategy to eliminate trafficking. It also publishes the annual Trafficking in Persons Report, which assesses government responses around the world and offers tailored recommendations to drive progress. Responsibilities The Senior Technical Advisor provides analytical, technical, and strategic support for programmatic and policy initiatives. The role plays a key role in advising on grant programs, advancing performance management, and applying data-driven methodologies to inform decision-making. Responsibilities include developing evaluation frameworks, producing visual and narrative reporting products, and ensuring effective coordination across internal and external stakeholders to support the office's mission and objectives. The incumbent must be able to liaise within the TIP Office and with other Department bureaus and offices, as well as external organizations.
• Provides expert advice and technical guidance related to U.S. government programs and grants.
• Supports anti-trafficking, criminal justice, rule of law, or international affairs initiatives.
• Designs and implements performance management frameworks.
• Develops and applies monitoring and evaluation strategies and techniques.
• Conducts data analytics and maintains data governance standards.
• Creates data visualizations and reports, likely using tools such as Power BI.
• Facilitates communication and coordination within the TIP Office, other Department bureaus, and external organizations.
• Prepares written and oral reports, briefings, and presentations based on data analysis and program performance. Qualifications Skills/Qualifications: The Senior Technical Advisor must have prior knowledge of U.S. government programs and grants processes. Experience in anti-trafficking, criminal justice, rule of law, or international affairs is desired. The position requires demonstrated knowledge and experience in performance management, monitoring and evaluation (M&E), data analytics, data governance, and data visualization, including deep understanding of a range of M&E strategies and techniques. Advanced proficiency in Microsoft Excel and the rest of the Microsoft Office Suite is desired, along with expertise in data visualization platforms such as Power BI and others. The position also requires excellent organizational, interpersonal, and analytical skills, strong oral and written communication abilities, and the capacity to liaise effectively across internal and external stakeholders. Education and Experience:
• MA or MS in a relevant field.
• 4+ years of experience related to performance management and/or monitoring and evaluation, experience in anti-human trafficking, criminal justice, rule of law, or international affairs desired. Experience and education in the field of data analysis. Clearance Requirement: Secret clearance required. Must be a U.S. citizen. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :
• Ability to perform repetitive motions with the hands, wrists, and fingers.
• Ability to engage in and follow audible communications in emergency situations.
• Ability to sit for prolonged periods at a desk and working on a computer.
