Sr. Data Scientist | 100% Remote | Contract We are seeking a highly skilled Senior Data Scientist to support a cutting-edge proof-of-concept focused on leveraging natural language processing and advanced machine learning techniques to enhance child intake processes within a government agency. This role requires deep expertise in data modeling, algorithm development, and system integration, supporting initiatives aimed at improving outcomes for vulnerable children through innovative technological solutions. Key Responsibilities β€’ Designs and establishes a comprehensive development framework for executing technical tasks within the proof-of-concept project, including milestones, deliverables, and risk management strategies. β€’ Participates in critical discussions on current intake workflows, decision-making processes, and resource allocation to identify process shortcomings and inform technological enhancements. β€’ Leads the development of a new intake approach utilizing natural language processing and machine learning algorithms, identifying functional components and evaluating their impact on system performance and outcomes. β€’ Conducts architectural and computational trade-off evaluations for functional modules, considering risks related to technical feasibility, scheduling, and security, and documents the final approach for transparency. β€’ Creates and leads design reviews, evaluating functional designs for effectiveness in addressing intake process issues, impact on children and resources, and compliance with security and data governance standards. β€’ Oversees the implementation of the proof-of-concept prototype, including conducting weekly status updates, gate reviews, and providing guidance to mitigate risks and resolve technical barriers. β€’ Supports conference room demonstrations, showcasing how the prototype improves child outcomes and reduces resource utilization, capturing stakeholder feedback. β€’ Contributes to developing a technology integration roadmap that aligns with the State’s existing infrastructure and future strategic goals. β€’ Participates actively in Agile development processes to facilitate project success. Required Qualifications β€’ Bachelor’s, Master’s, or Ph.D. in computer science, mathematics, engineering, physics, or a related field. β€’ Experience in US Federal Government data science programs requiring TS/SCI clearance. β€’ Proven data engineering expertise, capable of processing and analyzing large-scale datasets exceeding 700 million records with optimized performance. β€’ Demonstrable experience working with CCWIS data attributes and predicting child welfare outcomes through statistical and machine learning models. β€’ Extensive knowledge of statistical algorithms, machine learning, and adaptive systems. β€’ Proven experience designing and implementing machine learning algorithms from initial concept to deployment. β€’ Ability to evaluate and make technical trade-offs among different algorithms based on error metrics, computational efficiency, and scalability. β€’ Successful history of developing decision-making systems that incorporate stochastic inputs and human decision processes. Preferred Qualifications β€’ Experience with geospatial data, pattern-of-life analysis, or social network modeling. β€’ Prior participation in government data science initiatives involving classified or sensitive data. β€’ Strong understanding of data security, privacy, and compliance requirements related to sensitive data. β€’ Familiarity with cloud computing platforms and scalable data processing frameworks. β€’ Experience in translating complex social processes into computational models for decision support.
