Technical Business Analyst

Job Title: Technical Business Analyst Location: Tallahassee, FL Duration: Long term contract Job Summary: The Business Analyst will collaborate with stakeholders and the development team to gather, analyze, and document business requirements for full lifecycle development projects. This role includes conducting JAD sessions, creating use cases and user stories, preparing test plans, and executing various types of testing to ensure software quality and compliance with accessibility standards. Responsibilities: 1. Business Analysis • Collaborate with stakeholders and development teams to define and document business requirements as User Stories and Use Cases. • Analyze functional and non-functional requirements to design process flow diagrams and wireframes. • Maintain accurate Requirement Traceability Matrix (RTM) mapping requirements to use cases. • Work with developers to ensure business requirements are properly understood and implemented. • Analyze and document business processes, workflows, and system requirements. • Conduct and document Joint Application Development (JAD) sessions, meeting notes, and action items. 1. Testing • Perform manual testing of applications using structured methodologies. • Develop, document, and execute detailed Test Plans and Test Cases based on requirements. • Conduct functional, regression, integration, accessibility (ADA/508), security, and smoke testing. • Log and track bugs in JIRA, working with developers to ensure timely resolution. • Create and manage User Acceptance Testing (UAT) Plans and scenarios, documenting results and defects. • Conduct performance and stress testing, develop scripts, and document test outcomes. 1. Collaboration & Communication • Liaise between stakeholders and technical teams to ensure accurate implementation. • Communicate testing progress, challenges, and outcomes effectively. • Participate in project meetings, offering insights from analysis and testing perspectives. • Support coordination of project deliverables and quality control activities. • Track and document testing metrics and ensure effective stakeholder communication. • Support production implementation and testing coordination with FDLE staff. Mandatory Knowledge, Skills & Abilities: • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or equivalent experience. • 5+ years’ experience gathering and documenting business (functional/non-functional) requirements on full lifecycle projects. • 5+ years’ experience conducting JAD sessions and documenting meeting notes/action items. • 5+ years’ experience writing User Stories and Use Cases. • 3+ years’ experience developing comprehensive Test Plans and performing QA/testing. • Strong experience with software testing methods and QA best practices. • Proficient in functional, regression, system integration, security, performance, and UAT testing. • Knowledge of Section 508/ADA compliance testing. • Strong SQL querying skills for validating data operations. • Excellent analytical, communication, collaboration, and problem-solving skills. • Working knowledge of Waterfall and Agile/Scrum methodologies. • Ability to work independently with minimal supervision and deliver within deadlines. Technical Environment: • Java 21 • REST Services (Spring Boot) • Angular • HTML, CSS, JavaScript/TypeScript • MS SQL Server (Stored Procedures, Triggers, Views) • JBOSS 5.0+ • LoadRunner Preferred Qualifications: • Master’s degree in Computer Science, Information Systems, or Business Administration. • Experience with MS SQL and Oracle databases. • Background as a BA on J2EE software projects. • Hands-on experience with Jira, MS Visio, LoadRunner, and SharePoint.
