Location: Austin, TX (Onsite)
Employment Type: Full-Time (Contract)
Work Schedule: Monday–Friday, 8:00 AM – 5:00 PM (Onsite; occasional evenings/weekends as needed)
Term: 11/17/2025 – 08/31/2026 (Approx. 1,500 hours; potential for renewal)
Position Overview
We are seeking an experienced ArcGIS Geospatial Architect and Development Lead to drive data analytics projects involving healthcare clients and provider data. This role will design, implement, and govern enterprise GIS solutions, ensuring alignment with organizational strategies, data policies, and public health objectives. The ideal candidate will have technical expertise in Esri ArcGIS, leadership experience in geospatial data governance, and a strong understanding of health and human services programs.
Key Responsibilities
• Lead design, implementation, and governance of ArcGIS-based geospatial solutions, ensuring data quality, security, and compliance with relevant policies.
• Develop and maintain geospatial data architectures, workflows, and metadata standards to support enterprise mapping and analytics.
• Coordinate with internal teams, external partners, and stakeholders to gather requirements and define governance frameworks.
• Oversee creation and management of GIS datasets, including demographic, socioeconomic, and health program data.
• Mentor GIS analysts and developers on spatial analysis, web mapping, and data visualization using ArcGIS tools.
• Serve as the main point of contact for IT, collaborating with GIS data analysts and data scientists to enforce data management policies and quality assurance processes.
• Prepare technical reports, dashboards, and interactive web maps for leadership and stakeholders.
Required Qualifications
• Bachelor’s or Master’s degree in Geography, GIS, Computer Science, Public Health, or related field.
• 7+ years of professional GIS experience, including at least 3 years in a lead or architect role.
• Expert-level proficiency in Esri ArcGIS (ArcGIS Pro, advanced database management, and network analyst toolboxes).
• Experience in geospatial governance, including policy development and stakeholder engagement.
• Strong knowledge of data management principles, metadata standards, and quality assurance.
• Excellent communication, technical writing, and stakeholder management skills.
• Ability to manage multiple projects, prioritize tasks, and work independently.
Preferred Qualifications
• 5+ years working with SQL Server Enterprise Geodatabases and ArcGIS tools.
• 5+ years experience with Python and SQL, including functions and procedures.
• 2+ years in an agile/scrum development lifecycle.
• Familiarity with Medicaid, public health, or social services programs.
• GIS certifications (Esri Enterprise System Design Professional, ArcGIS Enterprise Administration, GISP).
• Experience leveraging machine learning, LLMs, or GeoAI for spatial data analysis.
• Experience with Snowflake Data Warehouses for ArcGIS integrations.
• Development of custom web-based GIS applications and tools.
