Job Description
SUMMARY OF DUTIES AND RESPONSIBILITIES:
Reporting to the Director of Contracts, the Associate Analyst of Operations and Analytics plays a key role in supporting procurement and data analytics within the Office of Facilities Development at NYC Health + Hospitals. This position is responsible for managing procurement solicitations, collaborating with internal teams to define project needs, maintaining vendor relationships, ensuring contract compliance, and tracking key milestones while identifying opportunities for process improvements. Additionally, the analyst extracts and analyzes large data sets, ensures data accuracy, develops dashboards and reports, visualizes key metrics, and assesses performance trends to support strategic decision-making. By continuously refining data extraction and reporting processes, this role enhances operational efficiency and drives informed procurement strategies.
Solicitation Management
β’ Develop and manage procurement solicitations.
β’ Coordinate with internal departments to define procurement needs, specifications, and scopes of work.
β’ Establish and maintain relationships with vendors, and resolve any issues or disputes with vendors to maintain productive partnerships.
β’ Ensure contracts are compliant with organizational policies and legal requirements.
β’ Track contract milestones and deliverables.
β’ Identify opportunities for procurement strategies and process improvements.
Data Duties
β’ Extract large data sets from the internal Project Management Information System (PMIS)
β’ Ensure data accuracy, integrity, and consistency during extraction and processing
β’ Analyze procurement and project data to identify trends, patterns, and key insights
β’ Develop and maintain comprehensive dashboards and reports to monitor performance metrics
β’ Create visual representations of data, including charts, graphs, and tables, to facilitate understanding
β’ Analyze KPI data to assess performance and identify areas for improvement
β’ Prepare presentations and reports that effectively convey complex data in a clear and concise manner
β’ Continuously seek ways to improve data extraction, analysis, and reporting processes.
Minimum Qualifications
β’ A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or
β’ A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or
β’ A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required.
Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.

Preference will be given to Candidates with the following:
β’ Masterβs Degree in Data Science, Data Analytics, Business Administration, or in an equivalent or equally acceptable program and three (3) years of satisfactory, full-time paid experience in a major governmental agency or large corporation; or
β’ Baccalaureate Degree from an accredited college or university in Data Science, Data Analytics, Mathematics, Economics, Finance, or an equivalent or equally acceptable program and five (5) years of satisfactory, full-time paid experience in a major governmental agency or large corporation.

Computer Programs/Software Operated
β’ Limited Working (or higher) proficiency in one or more: SQL, R, Python, Tableau, or Power BI
β’ Advanced Proficiency in Microsoft Office (Excel, Outlook, Word)
