Job Description The Role We are seeking an experienced bid capture, proposals and contracts management professional to join our Aerospace & Defense (A&D) team. Based in our Dallas, TX. offices this role will accelerate growth through competitive government contract awards by providing strategic capture, proposal development, and contract management. The successful candidate will collaborate with colleagues across the enterprise – including business operations, government relations, sales, marketing, engineering, legal and senior leadership – to ensure TI’s A&D projects and activities with various government agencies and the Defense Industrial Base (DIB) are aligned to the company’s business strategy and conducted in compliance with applicable laws and contractual obligations. Success in this role requires experience in public sector federal funding engagements. The most effective candidates will have deep experience in A&D and the ability to leverage automation and AI tools as well as data-driven insights to fundamentally transform how we compete for, win and manage contracts. In this role, you will be responsible for the full contract lifecycle at both the prime contract and subcontract levels, ensuring compliance, minimizing risk, and optimizing contract performance. The ideal candidate will combine deep knowledge of prime and subcontractor engagements with strong negotiation skills and a passion for supporting national security through technological innovation. Key Responsibilities β€’ Collaborate with key stakeholders to develop winning contract strategies spanning technical project development, execution, pricing and contractual terms and conditions. β€’ Draft, review, and negotiate contracts with U.S. and international government agencies, including grants, OTAs, CRADAs, and Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) and other FAR supplement-based engagements. β€’ Identify and qualify federal contracting opportunities through various channels (SAM.gov, Commercial Solutions Openings, industry intelligence and so on). β€’ Partner with internal stakeholders to prepare compelling proposals in response to government solicitations and responses to Requests for Information and Requests for Proposals (RFI / RFP). β€’ Own the strategic contract procurement lifecycle, from opportunity qualification to contract execution and close out. This includes, but is not limited to, shaping customer requirements pre-RFP, assessing bid/no-bid criteria, developing winning proposal strategies, and ensuring ongoing compliance with federal procurement regulations. β€’ Lead and support internal reviews prior to submission while simultaneously negotiating complex contractual terms with federal agencies, prime contractors, and subcontractors. β€’ Manage contract modifications, claims, and disputes as well as data rights and intellectual property rights. β€’ Support the company’s interactions with the Defense Contract Management Agency and Defense Contract Audit Agency. β€’ Partner closely with business, technical and senior leaders to anticipate and properly steer contracts and compliance terms and assist in identification, development, and implementation of new contract policies and processes. β€’ Provide program managers and executives with contract briefs during the life of contracts and maintain comprehensive contract documentation, compliance records, and support audit activities. β€’ Own and maintain registrations on various proposal submission platforms (SAM.gov, Commercial Solutions Openings, Grants.gov, etc.) β€’ Take initiative in a fast-paced environment to provide timely, solution-oriented support. Qualifications Minimum Qualifications β€’ Bachelor’s degree in business administration, government, engineering, or a related field. β€’ 8+ years of relevant contracts experience (government, in-house or both) supporting government contracts with federal agencies or military branches within aerospace, defense or national security programs. β€’ Experience negotiating complex agreements with customers, partners and government agencies. β€’ Experience collaborating with cross-functional teams including Sales, Marketing, Product Management, Customer Service, Operations, Legal, Finance, and Senior Leadership. β€’ Extensive knowledge of government contracting laws, rules and regulations including, but not limited to, FAR and DFARS, and requirements for grants. β€’ Proven ability to exercise sound judgment, understand the strategy and needs of the organization, communicate effectively across levels of the organization, and collaborate with multidisciplinary teams. β€’ Must have an active and transferable U.S. government issued Security clearance at the time of application (SECRET or higher). β€’ U.S. citizenship, as only U.S. citizens are eligible for a security clearance. β€’ Demonstrated initiative, adaptability, and ability to thrive in a dynamic, fast-moving environment. Preferred Qualifications β€’ Existing U.S. Government security clearance (SECRET or higher). β€’ NCMA Certifications including, but not limited to, CPCM, CFCM, or CCCM. β€’ Experience with data rights and Cost Accounting Standards (CAS), FAR cost allowability rules, and Certified Cost or Pricing Data Proposals. β€’ Engineering background or related technical field acumen and experience.
